<br />COMMITTEE REPORT AND RECOMMENDATIONS <br /> <br />Following the flood disasters of last June, the Colorado Gen- <br />eral Assembly was called into extraordinary session by Governor John A. <br />LOVE) to provide a program for the rE!pair and reconstruction of the <br />public highways in this state which had been destroy'ed or damaged. <br />In addition to providing the funds for this type of program through <br />the adoptioo1of an emergency one-cent tax on motor fuels, the members <br />of the General Assembly also directE!d the Legislativ1e Council to <br />conduct "a study of the ways and means the State of Colorado should <br />follow in preparing on a permanent basis to meet disasters of all. <br />typE!S, including recommendations concerning a joint financing arrange- <br />mE!nt between; the state and local governmental units coordinated at the <br />SamE! time with federal aid," with a report thereon to be submittE!d <br />to the Second Regular Session of thE! Forty-fifth Genler3l A.ssembl y. <br /> <br />Under the provisions of Hause Joint Resolution No. 1003 and <br />Senate Joint Resolution No.3, 1965 special session, the Legislative <br />Council was specifically directed to include the following in its <br />study: <br /> <br />(1) The possible establishment of an administrative agency <br />to coordinate and direct disaster rE!lief; <br /> <br />(2) <br />concerning the <br /> <br />Collection and dissemination of statistical information <br />financial impact of disasters; <br /> <br />The. provision of technical services for recovery from <br /> <br />(3) <br />di.sc1sters; <br /> <br />(4) The provision of services for the distribution of dis- <br />astE!r relief! funds, supplies, and sE!rvices; <br /> <br />. . <br />(5) The provision of information to. the Governor and to the <br />General Assembly essential to executive and legislative action neces- <br />sary for the:recovery from disasters; <br /> <br />(6j The possible establishment of a state disaster relief <br />fund, includ~ng consideration of a c:onsti tut.ional aml~ndment; <br /> <br />(7) The possible enactment of flood plain management legis- <br />lati.on to prevent further loss of li.fe and of economic loss caused by <br />excessive flooding; and <br /> <br />(8) The additional areas of flood pre~ention by state <br />agencies, flood insurance, and control of flood plain areas. <br /> <br />The committee created by the Legislative Council to carry out <br />these assignments agreed that the mE!mbers should dev1elop answers to <br />thrE!e general questions: <br /> <br />(1) How did the state -- its agencies and its citizens -- <br />pE!rform during the June floods? <br /> <br />xi <br /> <br />~ . <br /> <br />, <br />,. <br />
