Over-all, a total of 2,847 families in the <br />Arkansas River Basin suffered losses. <br /> <br />Disaster Relief !lnd Recovery Operation2, <br /> <br />During this period of emergency, cooperati.on of the highest <br />type was evidenced by state, fedl~ral, and local officials, and emer- <br />gency public safety and relief operations were underway in Colorado be- <br />fore the flood waters had begun to subside. Before the flood waters <br />hit the populated areas, law enf()rcement personnE!l were busy removing <br />residents of low-lying areas to safety and, in Demver, also were faced <br />with the problem of coping .....ith large crowds of dghtseers. In this <br />latter connection, for example, i.ubstantial police efforts were re- <br />quired to remove a crowd estimat4~d to total at lE!ast 5,000 persons <br />whose misplaced sense of curiosity had brought them to Denver's Over- <br />land Park Golf Course for a clos4~-up view of the on-rushing flood <br />waters of the South Platte River'. Had these people not been removed <br />to higher ground before the flood crest reached the area, the'y as- <br />suredly would have had a cla,se-up view; the OverlLand Park Golf Course <br />was totally inundated with the e:~ception of one fairway next to Santa <br />Fe Drive and the flood wateI'S ranged, for the mOi;t part, from five to <br />15 feet in depth. <br /> <br />National Guard <br /> <br />At the state level, E!mer9l'ency measures were being takE!!". by a <br />number of departments under the direction of the governor. The National <br />Guard served as the operaticms center for funneling needed supplies and <br />equipment to areas hard-hit by the floods, and m4~mbers of thE! National <br />Guard were used to assist local law enforcement personnel with main- <br />taining the public peace ancl safety. <br /> <br />Cost figures connectE!d wi.th flood disaster work totalE!d $126,304. <br />Of this amount, $65,789 was expemded for pay and allowances for Nation<ll <br />Guard troops for 6,853 man clays; $60,415 was spent for military aircr-" <br />and helicopter operations; and $100 was spent fO.r napalm used for dea' <br />animal disposal. <br /> <br />Since approximately :>0 pEir cent of the National Guard personnel <br />used for flood duty were on acti.ve duty status f,or summer training at <br />the time, their cost was paid by the federal. gov.ernment.
