<br />1,315.5 MW for the planned installed capacity of the CRSP plants, including <br />the Central Utah Project plants, 600 MW for Colorado-Ute (Ute) and Salt <br />River Project (SRP) and 35 MW for Navajo Tribal Utility Authority (NTUA). <br />Dividing the cost of $8,968,000 by the capacity of 1,986,500 kW resulted in <br />a unit cost of $4.51 which was rounded to $4.50 per kW-year for the <br />established firm transmission rate. At an annual load factor of 58.2 <br />percent the rate would be about 0.9 mills per kWh. A rounded figure of 1 <br />mill per kWh was used as the nonfirm transmission rate. <br /> <br />The firm transmission rate was raised to $6.60 per kW-year in May <br />1974. It was based on the average of the estimated annual costs per <br />kilowatt for the years FY 1975, 1976, and 1977. The aforementioned 3-year <br />estimated average annual transmission costs were $10,453,000 as of May 1974, <br />which were comprised of the annual amortization and OM&R costs of the CRSP <br />transmission system expected to be in-service plus the estimated costs of <br />wheeling over other systems, less estimated rental revenues due from others <br />for use of CRSP facilities, less the estimated revenue for wheeling power <br />for Ute and SRP. The 3-year average annual transmission capacity <br />commitments were 1,580.7 MW, which consisted of 1,195.4 MW for the installed <br />capacity of the CRSP plants and 385.3 MW for Ute and SRP. Dividing the <br />average annual cost of $10,453,000 by the capacity of 1,580,700 kW resulted <br />in a unit cost of t6.61 which was rounded to $6.60 per kW-year for the <br />established firm transmission rate. The nonfirm transmission rate of 1 mill <br />per kWh was not revised. <br /> <br />The firm transmission rate was raised to a rate of $10.27 per kW-year <br />in April 1983. It was based on the average of the estimated annual costs <br />per kilowatt for the years Fy 1982, 1983, and 1984. The aforementioned <br />3-year estimated average annual transmission costs were $17,630,000 as of <br />the end of FY 1981, which were comprised of the anticipated transmission <br />system investment and OM&R costs, plus the costs of wheeling over other <br />systems, less revenues for rental of CRSP transmission facilities, less <br />revenues from Ute and SRP because of the exchange of Ute and SRP coal-fired <br />generation for CRSP hydro generation. The 3-year average annual <br />transmission capacity commitments were 1716.3 MW. Dividing the average <br />annual cost of $17,630,000 by the capacity of 1,716,300 kW resulted in a <br />unit cost of $10.27 per kW-year for the established firm transmission rate. <br />At an annual load factor of 58.2 percent the nonfirm transmission rate would <br />be about 2.0 mills per kWh. The nonfirm transmission rate was also raised <br />from 1 to 2 mills per kWh in April 1983. <br /> <br />V. PROPOSED TRANSMISSION RATES <br /> <br />Based on data available as of September 1, 19B5, projections were made, <br />as shown on Table 1, for the 3 ensuing years of FY 1986, 1987, and 1988 as <br />to the anticipated transmission system investment and OM&R costs; costs of <br />wheeling over other systems; revenues for rental of CRSP transmission <br />facilities; and revenues from Ute and SRP because of the exchange of Ute and <br />SRP coal-fired generation for CRSP hydro generation. Table 1 also shows the <br />estimated transmission capacity commitments and the annual cost per kW for <br />each of the 3 future years FY 1986, 1987, and 1988. The average cost per kW <br />for the 3 years, $15.94 per kW-year, is proposed as the firm transmission <br />rate. A new nonfirm transmission rate of 3.1 mills per kWh is' also <br />proposed.
