Water <br />levels in the pond and wetlands have dropped a few feet as a result. <br /> <br />Restoring the structure would first require closing off the little channel that has been formed. <br />I assume the closure would need some kind of impermeable core. Then the rocks at the site, <br />perhaps supplemented with some imported rocks, would have to be placed back where the Corps <br />originally placed them when the flood control project was built. I do not know whether grout <br />would be needed to secure any of the rocks. It will not be a huge project, or a tremendously <br />expensive project or a complex project. Even so, we need a process for implementing the repair <br />project and paying for it. <br /> <br />There are some issues I see needing resolution so we can respond satisfactorily to the Corps <br />letter: <br /> <br />I) CWCR Maintenance Responsibilitv Responsibility for <br />maintenance of the entire flood control project, including the failed <br />erosion control structure, needs to be clearly accepted by the <br />CWCB. A person needs to be appointed and given the authority <br />and the tools to carry out that responsibility. <br /> <br />2) Creatinl! a Maintenance Fund The first tool that will need to be <br />provided for maintenance to be feasible is a CWCB fund <br />earmarked for South Platte Channel maintenance. An estimate of <br />annual expenses would obviously have to be made in order to <br />assure that sufficient funds were allocated every year. <br /> <br />3) Em!ineerinl! Estimates No maintenance has been performed since <br />the flood control project was constructed and handed over to the <br />CWCB. As a result, an engineering estimate of the work involved <br />in bringing the channel back to its condition at the time of project <br />completion will be needed. I suggest that you and I <br />walk/drive/bicycle the length of the project and prepare a draft of <br />such an estimate to review with the Corps of Engineers. A <br />finalized estimate would serve as the basis for the first few years' <br />budgets for maintenance. Hopefully in two or three years the <br />channel could be restored to an acceptable condition. After that I <br />assume we could maintain it in that acceptable condition. <br /> <br />4) Explorinl! Co-operative Al!feements The feasibility of some kind <br />of maintenance agreement with the Urban Drainage and Flood <br />
