Dear Ms. Kemper:

I can appreciate your concern regarding debris in the South Platte River channel and the effect
that the debris can have on flood flows. We have received other concerns regarding the river's
flood capacity because of debris and trash in the river channel. This problem is of much interest
to me. I placed this issue on my March 14, 1995 Board meeting for discussions by the Board
and interested parties. In addition to these discussions, I have instructed my staff to inspect the
channel downstream of Chatfield Dam and provide me with their recommendations. Following
these actions, my Board has planned the following activities for addressing concerns and
problems within the South Platte River channel.

InsDections: The Board will direct annual. inspections for the areas upstream of Bear Creek.

Stream Maintenance ProlITam: The Board will enter into an agreement with interested parties
to formalize an agreement for the accomplismnent of "operational and maintenance activities" as
may be required for the management of the river system.

I am assuming that these actions by the Board will give you an assurance that your concerns are
being addressed on the South Platte River upstream of Bear Creek. Should you have future
concerns, I suggest that you contact Mr. Larry Lang of my staff.
