The area of access roads which <br />connect to any public street or highway is a very complex <br />area. There are specific local, state and federal standards <br />through which each such request must be evaluated by the <br />appropriate governmental entities. We would recommend that it <br />be determined if this request is still valid and that addi- <br />tional information be obtained so that the Board is not <br />inadvertently placed in the middle of any conflict between the <br />land owner and the relevant entities. <br /> <br />This memo contains only a summary version of all of the <br />research which was conducted to respond to the Board's request. It <br />has been divided into the various topics in an attempt to make the <br />responses easily accessible to the Board members. Please advise us <br />if there are any additional information or questions which you may <br />have concerning this matter. <br /> <br />Although not part of the Board's request, it should be noted <br />that the Board could submit proposed legislation to provide it with <br />the specific statutory authority to respond to requests from <br />private entities for easements, permits, and/or licenses. <br /> <br />AG File: P:\NR\NROBERLB\NRL05418 <br />
