For example, Love & Associates serves as Town/City Engineer in the <br />areas of drainage and flood control (hydrology/hydraulics) to several small communities <br />who do not have the funds for a full-time staff including the City of Black Hawk (seven <br />years), the Town of Erie (two years) and the Town of Columbine Valley (three years). <br />We have also been the hydrologic/hydraulic engineer to the City of Boulder for the past <br />16 years and to Boulder County on an intermittent basis for the past seven years. Weare <br />and have been on the "standing order consultant" list at the University of Colorado- <br />Boulder for 13 years for performing floodplain and civil engineering consulting services. <br />We have also provided civil and drainage consulting services to Western State College <br />(prepared a complete campus water system master plan and system replacement design <br />and inspection) and have provided services to Colorado State University (landscape and <br />trail design, irrigation intake system re-design, reservoir rehabilitation and water quality <br />pond and drainage design) over the past several years. Love & Associates understands <br />the workings of public entities in regards to contracting and in contract document <br />preparation and administration. <br /> <br />Following is a listing of several projects that are similar to the proposed project: <br /> <br />Fourmile Canvon Creek - Drainaf!e Master Plan & Preliminarv Desif!n: Love & <br />Associates, Inc., under contract to the Urban Drainage and Flood Control District and the <br />City of Boulder, updated the hydrologic model previously prepared for Fourmile Canyon <br />Creek, as documented in the Maior Drainagewav Planning, Boulder and Adiacent County <br />Drainagewavs, Phase B report, dated May of 1987 (Original Report), which was utilized <br />as the hydrological basis of the project study. The input parameters of the Original <br />Report were checked for reasonableness and corrections were made, where appropriate. <br />The Original Report assumed, incorrectly, that all floodwaters remained in the Fourmile <br />Canyon Creek floodplain. The hydrology model for this study was then modified as a <br />part of this project to account for flows that spill from Fourmile Canyon Creek and flow <br />into the Wonderland Creek drainage. The Original Report models were prepared using <br />SWMM, CUHP and HEC-l. No documentation or digital files existed for this original <br />work, thus the reason for updating the models for use for future projects and to update the <br />land use parameters. Love & Associates also updated the Fourmile Canyon Creek <br />floodplain, floodway, conveyance and high hazard flood zones for the entire reach of <br />Fourmile Canyon Creek within the City of Boulder; prepared alternative designs for <br />specific reaches of the stream; performed a damage analysis and benefits-cost analysis to <br />determine the best solution.
