The
residual 100-year floodplain will remain essentially the same as presented in
the FHAO Report.

. The 23rd and 24th Street crossings of the West Fork Kenneys Run will be
replaced with 100-year capacity culverts as part of the selected plan.

Table 11-2 provides a summary of the estimated total cost of improvements for
the Kenneys Run drainageways.

. Flow restrictors are proposed for the Welch Ditch downstream of the
emergency spillway for the Welch Ditch Detention Basin on the West Fork
and downstream of the Boys School Road Detention Basin on the East Fork.
The restrictors will prevent storm runoff from exceeding the capacity of
the irrigation ditch and provide a controlled release point for excess
flows by specified grading of the ditch bank.

. A new storm sewer system is proposed for the East Fork Kenneys Run from
Jack son Street to the j unct i on box confl uence wi th the mai n stem of
Kenneys Run downstream of 20th Street. The sewer is desi gned to carry
runoff from the 10-year storm considering the impact of the two proposed
detention basins upstream. Other improvements associated with the storm
sewer inlet include new Type R inlets for improved street drainage and a
trashrack for the main storm sewer inlet at Jackson Street.

. A 10-year capacity grass-lined channel is proposed from the outlet of the
Interurban RR Detention Basin to the East Fork storm sewer inlet at
Jackson Street. Re-grading and partial removal of the abandoned R.R.
grade near Jackson Street will be required.

. Floodplain regulation and continued participation in the National Flood
Insurance Program is recommended for Kenneys Run. A I so, res i dents and
private property owners should be encouraged to purchase flood ins~rance.
Individual floodproofing by means of structural changes, grading, or
locating valuable contents to higher levels, should also be encouraged.

The master plan for Kenneys Run focuses on the benefits provided by three
proposed detention facilities. The overall impact of implementing this plan
will be a significant decrease in the frequency of flooding and corresponding
flood damages. The planned improvements will not significantly reduce

11-3
