Where land is subject to development or redp.velopment, the development <br /> <br />should follow master plan recommendations and be in accordance with <br /> <br />SELECTED PHASE B PLAN <br />(April 1983) <br /> <br />floodplain regulations. <br /> <br />GENERAL <br /> <br />2. Show the improvements recommended in the Phase A report dated January, <br />1983 and all the necessary plan, profile and detail information needed to <br />insure the recommended improvements will function hydraulically and <br />hydrologicly as intended. <br /> <br />The Phase B report and preliminary design shall be based on the selected <br />plan that includes the following: <br />1. Recommendation in the plan to enforce the 100-year floodplain regulation. <br />2. A discussion that clearly points out the need for regulating a residual <br />IOO-year floodplain that may remain after the plan is implemented. Also <br />point out that the existing 100-year floodplain has to be regulated until <br />it is modified by physical changes to the existing drainageway facilities. <br /> <br />Appendix A prepared by Ben Urbonas, UDFCD, and received by Muller Engineering <br />Company. <br /> <br />Planning for, or anticipating such changes does not justify regulating <br /> <br />anything other than the floodplain defined using existing channel <br /> <br />conditions. <br /> <br />3. Encouragement to purchase flood insurance. <br />4. A provision for an adequate maintenance access to all drainageway reaches. <br />Any separate maintenance trail should have a minimum flat surface width of <br /> <br />10 feet. <br /> <br />5. A provision for adequate erosion control for all channel improvements and <br /> <br />structures. <br /> <br />6. Recommend that new development in the watershed provide on-site erosion <br />control during construction to limit the amount of silt and earth washed <br />into the drainageway during frequently occurring runoff events. <br /> <br />7. Caution that improvements be generally prioritized to complete the <br /> <br />downstream facilities first and then proceed upstream to each successive <br />reach with the exception of upstream detention facilities. These, if <br />deemed appropriate, may be prioritized for early implementation. <br /> <br />A-1 <br />
