Period of Performance <br /> <br />The period of performance for this Agreement shall be the Federal Fiscal Year <br />1989 from October I, 1988, through September 30, 1989, except for final reports <br />and audit requirements, and where a longer periOd is required and agreed upon <br />for particular program activities. Schedules for interim objectives during the <br />performance period are shown where applicable in each program activity statement <br />of work. <br /> <br />Article IV. Agreement Officials <br />A. State <br /> <br />1. The State Signatory Official is the Governor or Governor's designee, who <br />is responsibTe for committing the State to the terms of this Agreement. <br /> <br />2. The State Project Manager, as named on the FEMA Form 76-10, Assistance <br />Award/Amendment, shall be the principal State official responsible for <br />planning, reporting on, and assuring performance of objectives and accom- <br />plishment of results defined in the State's Program Narrative. <br /> <br />B. Federal <br /> <br />1. The FEMA Signatory Official for award of the CCA shall be the FEMA <br />Regional Director, as the principal FEMA official responsible for commit- <br />ting the Federal Government to the.terms of this Agreement. <br /> <br />2. The Assistance Officer AO, to be shown in block 19 on the Assistance <br />Award endment s eet, s a 1 be the FEMA regional official delegated <br />authority by the Regional Director to be responsible for Federal financial <br />and administrative requirements of this Agreement, and may be the signatory <br />official for routine amendments. This official may be the same person <br />as the CCA Manager (also known as the Project Coordinator) described <br />below. <br /> <br />3. The CCA Manager (also referred to as the Pro.ect Coordinator PC, as <br />named on the ~ssistance Award (76-10 Form), s a be the princlpa FEMA <br />regional official responsible for working with the State Project Manager <br />and the Regional Program Managers to ensure accomplishment of the overall <br />..CCA objectives. This official's authority derives from the Regional <br />Director, who determines the working relationship between the CCA Manager <br />'and other regional officials charged with specific program missions and <br />who have responsibilities for coordination with specific States. <br /> <br />4. Each Regional Program Manager (PM) assists the State in developing the <br />statement of work for a specific program or programs and is substantially <br />involved in monitoring, providing technical assistance for, and evaluating <br />the State's work in their respective program areas. The PM shall have <br />sufficient knowledge regarding the program activity and shall coordinate <br />with other regional staff with that expertise. <br />
