Also Hyatt Lake exists on a
north tributary to Van Bibber Creek. This planning alternate
recommended that the necess~ry agreements be made with the
owners of these two reservoirs to guarantee the perpetuation
of the facilities and assure the flood control aspects of
each structure.

On October 9, 1975, the Board approved a resolution to consider
an alternate drainageway improvement during the Phase B
preliminary planning phase. This alternate was to include
the two dams, above 58th Street and Ward Road, and was to be
compared to the selected alternate of improving the underground
conduit through the shopping center along 58th Avenue. On
December 8, 1975, official notice to proceed with the Phase B
planning was received from the District.

I
I
I
I
I
I
I
I
I
I

A summary of the economic aspects of incorporating major ponding
structures into the Van Bibber master plan are tabulated below.
The costs and benefits tabulated are for a pond located upstream
of Ward Road and the preservation of Ramstetter's Reservoir and
Hyatt Lake and also included miscellaneous channel and road
improvements.

During the completion of the Phase B planning, the various soils
investigations, hydraulic studies and site inspections indicated
that more detailed study should be given to a third plan which
consisted of one major flood control reservoir at the proposed
site above Ward Road. Special drawings and cost estimates were
made for this alternate which were then made a part of the
draft Phase B report, submitted on June 28, 1976.

I

P.W. This reevaluation was submitted on September 27, 1976,
justifying further consideration of the single reservoir above
Ward Road.

*Phase A estimated costs

**Includes total cost of reservoir upstream of Ward Road.

***Does not include cost of any storage agreement for Ramstetter
Reservoir and Hyatt Lake.

Interim Planning and Decision Making

On December 16, 1976, the UD&FCD provided official direction
to proceed with completion of the phase B report which was to
include the following:

The Phase A report was completed and submitted to the UD&FCD in
December, 1974. The report recommended that Phase B planning or
preliminary design portion of this project be based upon Alternate
2. Following submittal of the Phase A report, four meetings were
held with the UD&FCD, Arvada and Jefferson County to review the
interim report findings and recommendations. On August 21, 1975,
the Phase A report was approved and accepted by the UD&FCD Board.

1.
