The July 1999 Leopard Creek flood was fairly severe, A bridge on the upstream portion of the watershed became clogged with debris, then broke, The flood was a result of heavy rains on top of saturated ground, . Development is occurring on Leopard Creek near Dallas Divide, west of Ophir, along Big Bear Creek and at the Highway 145 intersection west of town, The Town of Ophir currently does not have any floodplain review procedures, Development has occurred in the floodplain within the Town; the County did not have any jurisdiction, Development is occurring in the Big Bear Creek floodplain because there is nowhere else to build, The creek is flanked by steep slopes, and the periodic benches along the creek are being developed, . The County considers the maps difficult to use because labels are missing and many things have changed since the maps were published, . The western portion of the county consists almost entirely of public lands, There is not much development occurring, However, there may be some areas of development occurring along the lower areas ofNaturita Creek, and would be worth studying in more detail. Meeting: with Telluride . The Town of Telluride is currently conducting a river restoration project on the San Miguel River. The project results in several properties on the north side of the river being removed from the floodplain, Phase I is from Bear Creek to Pine Street, while Phase 1I is from Pine Street through the rest of the town, . A CLOMR has been obtained for the river restoration work, The Town would like to get the entire town remapped when the LOMR is submitted, Tom will determine if FEMA is going to develop a new map, There is a possibility that grant funds could be used to develop a new map ifFEMA is not going to produce one as part ofthe LOMR, . Changes from the 1988 to 1992 maps for Cornet Creek were not done by request of the Town, Bill was not sure why they were made, The floodplains shown on the map generally match the historic flooded areas, A new study was recently completed which determined that the flood depths would be approximately 6 feet. However, the town has not recognized this study, The study also concluded that the 1914 and 1969 floods were significantly less that the IOO-year event. . The lderado Mining Company is proposing development east of the town, Owl Creek and Royer Gulch have had some mudflows in the past, There has also been some minor flooding of the San Miguel River east of town, Phone Meeting: with Sawpit .
