<br />adjacent panels and depicts the flood hazard area within the entire <br />panel border, even in areas beyond a community corporate boundary <br />line. In addition, under the countywide format, this single Flood <br />Insurance Study report provides all Flood Insurance Study <br />information and data for the entire county area, except for <br />communities which fall within more than one county, as described in <br />Section 1.1. <br /> <br />The mapping for the countywide conversion has been prepared using <br />digital data. Previously published Flood Insurance Rate Map data <br />produced manually have been converted to vector digital data by a <br />digitization process. These vector digital data were fit to raster <br />digital images of the U.S. Geological Survey (USGS) quadrangle maps <br />of the county area to provide horizontal positioning. <br /> <br />Road and highway name and centerline data have been obtained from <br />the TIGER files of the U.S. Department of Commerce, Bureau of the <br />Census, and from digital mapping data prepared by the City of <br />Aurora. These data are a digital street map. The TIGER and <br />Aurora mapping's horizontal positioning were adjusted to match the <br />horizontal positioning of physical features such as roads as shown <br />on the USGS quadrangle maps of the county area. The adjusted <br />centerline data were then computer plotted with the digitized <br />floodplain data to produce the countywide Flood Insurance Rate Map. <br /> <br />1.3 Coordination <br /> <br />The coordination for the original Adams County Flood Insurance <br />Study was completed in multi-agency conferences managed by FEMA. <br /> <br />Officials of the Adams County Planning Commission, the Colorado <br />Highway Department, the CWCB, the UDFCD, the USGS, the U,S. Soil <br />Conservation Service (SCS), the U.S. Bureau of Reclamation, the <br />USACE, Omaha District, the Denver Post newspaper, and local <br />residents were contacted throughout this study; available maps, <br />flood data, and historical information were obtained. <br /> <br />On November 11, 1975, a meeting with the UDFCD, the CWCB, and the <br />FIA was held to discuss discrepancies wi th the UDFCD study on Big <br />Dry Creek. The results of this meeting were to use the lOO-year <br />profile and floodway developed by the UDFCD, with the exception of <br />the area around Interstate 25 which was adjusted to more accurately <br />depict the lOO-year flood. It was also decided at this meeting to <br />delete the 50-year profile because of the closeness to the lOO-year <br />profile. <br /> <br />On October 23 and November 28, 1975, public hearings were held by <br />the Adams County Planning Commission to review the floodplains <br />within the county. A final community coordination meeting was held <br />with the public and representatives from Gingery Associates, the <br />Adams County Planning Commission, the UDFCD, and the FIA on <br />August 26, 1976, Co present and discuss the flood information <br />prepared for the county.
