State of Wyoming 1268-DR-WY
Hazard Mitigation Survey Team Report

Examples of such projects include:

. Structural hazard control or protection projects;
. Construction activities that result in protection from hazards;
. Retrofitting of facilities;
. Acquisition or relocation;
. Development of State or local mitigation standards;
. Development and implementation of comprehensive mitigation programs (includes
awareness and education). .

This program is administered by the state. Further information can be obtained from the
Wyoming Hazard Mitigation Officer.

Mitigation under the Public Assistance Program

Mitigation measures eligible under Sec. 406 are approved under the Public Assistance Program
and administered by the Infrastructure team. Eligible mitigation includes measures that
eliminate or reduce the risk of future damages from similar events. Mitigation measures must be
cost effective. The benefit of the measure must exceed the cost of the measure.

Inspectors, technical advisors and applicant personnel are instructed to be on the alert for
potential mitigation measures for damaged facilities. Applicant briefings and inspector training
sessions discuss potential mitigation measures.

. Relocation of substantially damaged facilities in hazardous or repetitive loss
locations;
. Encourage construction standards which incorporate hazard mitigation measures;
. Hardening of transmission lines (electrical, water, gas, and telecommunication) to
better withstand the effects of severe winter storm.

National Flood Insurance Program (NFIP)

The National Flood Insurance Program (NFIP) was created through enactment of the National
Flood Insurance Act of 1968, modified and broadened with the passage of the Flood Disaster
Protection Act of 1973 and other legislative measures. Recent modifications were accomplished
through the National Flood Insurance Reform Act of 1994. These Acts made flood insurance
available to communities that adopted flood loss reduction measures in their jurisdictions.
Participation is initiated when: a community passes a Resolution of Intent and adopts a Flood
Damage Prevention Ordinance that establishes sound floodplain management practices in areas
subject to flooding. State and federal NFIP representatives conduct outreach and provide
technical assistance services where appropriate and as needed.

6
