State of Wyoming 1268-DR-WY
Hazard Mitigation Survey Team Report

Mitigation Programs

Mitigation is the cornerstone of emergency management and is an ongoing effort to lessen
disaster impacts on people and property. Mitigation involves keeping homes away from
floodplains, engineering bridges to withstand earthquakes, creating and enforcing effective
building codes to protect property from potential losses from wind (thunderstorms, tornadoes,
hail), and to engineer electrical, water, gas and telecommunication transmission lines to
withstand the elements.

Mitigation has many pre- and post-disaster programs. All mitigation programs are designed to
help states and communities become disaster resistant. For the purposes of this report, mitigation
programs pertinent to this disaster and the State of Wyoming in general, are briefly discussed in
this section.

Hazard Mitigation Grant Program (HMGP)

FEMA provides funding for hazard mitigation activities through the Disaster Relief Act of 1974,
P.L. 93-288, which was amended in 1988 by P.L. 100-707 (the Robert Stafford disaster Relief
Act).

Section 404, the Hazard Mitigation Grant Program, enables FEMA to make grants to eligible
applicants to fund cost-effective measures aimed at preventing future damage. The HMGP
assists state and local communities in implementing long term mitigation measures and can assist
in providing long-term solutions for future disaster impacts following a major disaster
declaration.

Section 404 grant funds are determined as 15 percent of the projected obligated grants made
under Infrastructure (Public Assistance) and Human Services (Individual Assistance) programs
plus non-administrative mission assignments for each disaster. The declaration for Wyoming
was only for Infrastructure programs, so Section 404 grant funds will be 15 percent of authorized
Public Assistance disaster funding. FEMA can fund up to 75 percent of the eligible costs of each
project with the state and local match being 25 percent.

Applicant eligibility is the same for the Hazard Mitigation Grant Program as it is for the Public
Assistance Program. Applicants who are eligible for the HMGP are:

. State and local governments;
. Certain private non-profit organizations or institutions;
. Indian Tribes or authorized tribal organizations.

5
