<br />FLOOD INSURANCE STUDY <br />RIO BLANCO COUNTY, COLORADO (UNINCORPORATED AREAS) <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study (FIS) investigates the existence and <br />severity of flood hazards in the unincorporated areas of Rio Blanco <br />County, Colorado, and aids in the administration of the National <br />Flood Insurance Act of 1968 and the Flood Disaster Protection Act of <br />1973. This study will be used to establish actuarial flood <br />insurance rates and assist the community in its efforts to promote <br />sound floodplain management. Minimum floodplain management require- <br />ments for participation in the National Flood Insurance Program <br />(NFIP) are set forth in the Code of Federal Regulations at 44 CFR, <br />60.3. <br /> <br />Port ions of thi s Flood Insurance Study were prepared by compi ling <br />pertinent information for the flood hazard areas in Rio Blanco <br />County from existing technical and/or scientific data originally <br />prepared by others for purposes other than those of the NFIP. The <br />existing data were reviewed by the Federal Emergency Management <br />Agency (FEMA) prior to its use in the development of this Flood <br />Insurance Study to ensure compliance with NFIP regulations. <br /> <br />In some States or communi ties, floodplain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than those on which these federally supported studies are based. This study was completed in June 1978 (Reference l). The <br />hydrologic and hydraulic analyses for the White River, College <br />Canyon Draw, and Coal Mine Draw near the Town of Rangely were <br />performed by Simons, Li & Associates, Inc., for FEMA, under Contract <br />No. EMW-C-0942. This study was completed in December 1983. <br /> <br />1.3 Coordination <br /> <br />On April 12, 1989, the results of this study were reviewed and <br />accepted at a final coordination meeting attended by representatives <br />of the community and FEMA. <br />
