<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I) <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />STAGE 3 <br />- <br />Stage 3 - Evacuation Procedure - Enacted by EOC staff <br /> <br />a) Evacuations of people off the streets to higher ground in the cities of Black Hawk and Central City are ordered by the staff of the EOC. <br />b) People are to be directed to enter buildings that have been identified by the cities to be flood resistant. <br />c) Public address systems, both fixed and mobile, are to be used to inform people of the evacuation process. <br />d) In Black Hawk buses will be directed to higher ground, preferably north on RT 119. Communicate evacuation order in Black Hawk to <br />the Black Hawk Police Chief and in Central City to <br />the Central City Police Chief. <br /> <br />2. Communicate evacuation order in Black Hawk to <br />the Black Hawk Casiono Security Directors and in <br />Central City to the Central City Casino Security <br />Directors. <br />3. Communicate evacuation order to the Colorado <br />State Patrol. <br /> <br />Black Hawk Police <br /> <br />1. Direct people within Black Hawk to buildings that <br />have been identified by the city as flood resistant <br />using police car public address systems. <br />2. Direct buses to higher ground, preferably north on <br />RT 119 to the Gilpin County School. <br />3. Assist in traffic control in areas that have flooded <br />roads. <br /> <br />Black Hawk Casinos <br /> <br />1. Casino Security Directors should direct the <br />casino's occupants to the highest floor in their <br />building. <br />2. Casino Security Directors who are associated with <br />a city identified flood resistant building should <br />direct people off the street and into their building. <br /> <br />Central City Police <br /> <br />1. Direct people within Black Hawk to buildings that <br />have been identified by the city as flood resistant <br />using police car public address systems. <br />2. Direct buses to higher ground, up Nevada Road to <br />Opera B parking lot. <br /> <br />Central City Casino Association and Casinos <br /> <br />1. Casino Security Directors should direct the <br />casino's occupants to the highest floor in their <br />building. <br />2. Casino Security Directors who are associated with <br />a city-identified flood-resistant building should <br />direct people off the street and into their building. <br /> <br />Colorado State Patrol <br /> <br />1. Erect barricades on RT 6 at Hwy 93 and RT 6 at 1- <br />70 to keep automobiles from accessing RT 119. <br />2. Direct automobiles currently on RT 119 to any of <br />the following routes: Smith Hill Road, Dory Hill <br />Road, RT 6 toward Hwy 93 or RT 6 toward 1-70. <br /> <br />liI{ 10 <br />
