<br />~ <br />Gilpin County Sheriff, Central City Fire Chief, and or Black Hawk Fire Chief declare ~ if any or all of the below <br />criteria exists <br /> <br />I <br />I <br /> <br />a) National Weather Service issues a Flash Flood Warning, Flood Warning, Severe Thunderstorm Warning, and/or Urban and Small Stream <br />Flood Advisory for any of the following waterways and or counties: <br /> <br />WATERWAYS: North Clear Creek, Gregory Gulch, Nevada Gulch, Eureka Gulch, Chase Gulch, No Name Gulch <br /> <br />I COUNTIES: Gilpin <br /> <br />b) Observation of major flooding on any of the above waterways. <br /> <br /> <br />I <br /> <br />ACTIONS REQUIRED <br /> <br />Establish the EOC at Gilpin County Justice <br />Center if not already activated <br /> <br />EOC Phone Number is: 303-582-1060 <br /> <br />Gilpin County Sheriff activates the EOC if not already <br />activated and insures representation from: <br />I · County Sheriff <br />. Gilpin County Manager <br />I · Central City Fire Chief <br />. Central City Manager <br />. Black Hawk Fire Chief <br />I · Black Hawk City Manager <br /> <br />2. EOC Staff will monitor the following data sources: <br />I · NWS forecasts through any or all of the following <br />CCIC, NOAA Weather Radio, Weather Channel, <br />and the Internet. <br />I · Pickle Gulch (RAWS) weather station. <br /> <br />, <br /> <br />. NWS Front Range (FTG) Doppler Radar. <br /> <br />3. EOC staff will perform the following tasks: <br /> <br />. Develop verbal communications with NWS- <br />Boulder for a briefing on the latest forecast, <br />advisories and or warnings and notify them of the <br />Staqe 3 issuance. Log initials of NWS contact. <br />. Review the Flood Response Plan. <br />. Have field personnel monitor flood stages on <br />waterways that run through Black Hawk and <br />Central City and have them relay the information <br />to the EOC staff. <br />. Relay rainfall and waterway stage information to <br />the NWS. Log initials of NWS contact. <br /> <br />4. EOC Staff will make contacts to the following <br />agencies to obtain assistance with evacuations and <br />possible rescues, and brief them on the current <br />situation: <br />. Colorado State Patrol <br />. Colorado Department of Transportation <br /> <br />. High Country Fire Department <br />. Colorado Sierra Fire Department <br />. Central City Casino Association <br />. Black Hawk Casino Association <br />. National Guard <br />. American Red Cross <br /> <br />5. Agencies listed above will assist county and city <br />agencies with possible evacuations, rescues and <br />clean-up. <br /> <br />6. EOC Staff will initiate evacuations outlined on page <br />10 if warranted. <br /> <br />liR8 <br />
