<br />3. KIOWA CHEEK FLOOD CONTROL PROJECT The Corps was
<br />tasked to analy,:e the relationship between the proposed warn-
<br />ing gages and 1:he existing closure s,tructures of the Kiowa
<br />Creek Flood Con1:rol Project (S'ee Figure A-l). However, as
<br />discussed in section 2.3, a firm relationship between the
<br />flood stages at the warning gages a.nd the flood stages at
<br />Wiggins cannot be established. The C:WCB models were reviewed
<br />and analyzed, but not enough informa.tion, such as cross sec-
<br />tion layout, railroad and roadway grades, downstrea,m condi-
<br />tions, etc., was available to adequat:ely address the validity
<br />of the HEC-2 models for a full range of discharges. The fol-
