The annual operation and maintenance costs are estimated at <br />$215,000. A sunmary of total costs is given in Table VI-I. A breakr10wn of <br />these costs is presented with the commentaries accompanying the mapping in <br />Appendix D. The unit prices associated with the costs of the Major <br />Drainageway PI an improvements are presented in Tables VI-2 and VI-3. In <br />evaluating property acquisition costs, it was assuned that any property <br />within thf> lOa-year floodway limits \\Ould be purchased at the cost of Open <br />Space land. In determining operating and maintenance costs, it was assuned <br />that there \\Ould be no costs to local governments for maintaining the <br />Colorado Statf> Division of Highways channel improvements since thf>se channel s <br />will be maintained by the Highway Department. <br /> <br />The master pI an presented in this Section was developed using criteria set <br />forth by the local entities and the Urban Drainage and Flood Control Dis- <br />trict. The refinement of the master pI an incl uded the final i zation of alter- <br />natives for the lOa-year (1 percent) flood for future basin df>velopment, and <br />is presented on mapping in this report. <br /> <br />The following section describes the general strategies and types of improve- <br />ments used in this master pI an. The floodpl ain preservation strategies are <br />discussed in this section in a general manner. Site specific detail s are <br />discussed within the commentaries accompanying the mapping in Appendix D. The <br />mapping includes pI an and profile drawings showing the prel iminary design of <br />the Sel ected Major Drainageway PI an for lower Cl ear Creek, and the lOa-year <br />floodpl ain for existing and improved channel conditions. <br /> <br />The improvements util ize the design criteria contained in the Denver Regional <br />Council of Government's Urban Storm Drainage Criteria Manual, volunes 1 and <br />2. (Reference 40), and other acceptable criteria for the Denver ~tropolitan <br />area. <br /> <br />It is recommended that the following sequence be established for final design <br />and construction of thf> selected improvements: <br /> <br />1. Tennyson Street and Lowell Boulevard Improvements. <br />2. Of'nver and Rio Grande Western Railroad and Federal Blvd. <br />bridges and channel improvements. <br />3. Kipling Street bridge and channf>l improvemf>nts. <br />4. Channel improvements at the confluence with the South Platte River. <br />5. Pecos Street bridge, channel and road improvements. <br />
