INTRODUCTION <br /> <br />1.1 This study was conducted by the Corps of Engineers for the City of Sterling, <br />Colorado, under the Corps' Planning Assistance to States (PAS) Program. Section 22 of the <br />Water Resources Development Act of 1974 (Public Law 93-251), as amended, defines the PAS <br />Program (also called the Section 22 Program) and provides the authority for the Corps to <br />cooperate with States, their subentities, and Indian tribes in planning for the development, <br />utilization, and conservation of water and related land resources. This study, initiated in fiscal <br />year 1992, was cost-shared on 70-percent Federal/30-percent non-Federal basis between the <br />Corps and the City of Sterling. <br /> <br />1.2 The focus of this study was to provide technical information to the City of Sterling <br />concerning flood reduction measures along Pioneer Ditch. The design alternatives presented <br />in this document include a detention pond, a channel improvement option, and some bridge <br />improvements or replacements. Although Sterling is flooded by Sand Creek and Pawnee Creek <br />overflows, these alternatives were designed based on the future conditions 10-year local <br />drainage flood described in the document referenced in paragraph 2.3 below. <br /> <br />2.
