THIS MOA, is made by and between the Department of Local Affairs, Division of Local Government,
Office of Emergency Management (OEM) 1313 Sherman St, Rm 52l, Denver, Colorado, and the
Department of Natural Resources, Colorado Water Conservation Board (CWCB) 1313 Sherman St. Rm
72l, Denver, Colorado, hereinafter referred to as CWCB.

WHEREAS, the purpose of this MOA is to further the goals of flood hazard reduction by administering
the funds provided by the Hazard Mitigation Grant Program as a result of Presidential Disaster Declaration
numberDR-1l86 to the State of Colorado; and

WHEREAS, the authority for the CWCB to use these grant funds for flood mitigation projects is derived
through the Federal-State Agreement under the provisions of Presidential Stafford Act Declared Disaster
Number DR-ll86-CO. The CWCB is the designated state agency by Governor Lamm on November 4,
1977, to coordinate and administer floodplain management programs under the duties and responsibilities
stated in Executive Order 8504 and the National Flood Insurance Program; and

WHEREAS, authority exists to the State of Colorado and Funds have been budgeted, appropriated and
otherwise made available and a sufficient unencumbered balance thereof remains available for payment in
Fund Number lOO, Appropriation Code Number 796, Org. Unit SDOO, GBLs FA96 and FS96, RCAT
3796, Contract Encumbrance 80EMCWCB; and

NOW THEREFORE it is hereby agreed that:

1. Scope of Work

The CWCB shall be responsible for the Hazard Mitigation Grant Program provisions of the
FEMA and Colorado OEM Federal/State Agreement for Disaster Number DR-ll86 including
performance reporting on a biannual basis and financial reporting on a quarterly basis. The
sum ofS139,l08.00 shall provide for:

A $135,400.00 for all personnel (wages & benefits) services and;

B. $ 3,708.00 (administrative costs) services necessary to complete the projects by the
