<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />2 <br /> <br />Purpose and Scope <br /> <br /> <br />This report was prepared for the guidance of local officials <br /> <br /> <br />in planning land use and regulating the Westerly Creek flood <br /> <br /> <br />plain between Sand Creek and Kelly Pond. Sand Creek is a right- <br /> <br /> <br />bank tributary of the South Platte River. Kelly Pond is locat- <br /> <br /> <br />ed at the North boundary of the Lowry Air Force Base. The <br /> <br /> <br />lOO-year flood should be given appropriate consideration before <br /> <br /> <br />planning for development in the flood plain. The report provides <br /> <br /> <br />a suitable basis for the adoption of land use controls to guide <br /> <br /> <br />flood plain management and minimize flood losses. Flood water <br /> <br /> <br />surface elevations and flood plain boundaries are often revised <br /> <br /> <br />by road and bridge construction, flood plain development, flood <br /> <br /> <br />control improvements, or natural processes. Prior to utiliza- <br /> <br /> <br />tion of this report for planning or design purposes, the user is <br /> <br /> <br />advised to contact the Urban Drainage and Flood Control District <br /> <br /> <br />or the Colorado Water Conservation Board to determine if the <br /> <br /> <br />information in this report has been amended. <br /> <br />5. Basis of hydraulic analysis and summary of hydraulic <br /> <br /> <br />data. <br /> <br /> <br />6. The determination of two floodways based on an equal <br /> <br /> <br />degree of encroachment which results respectively in <br /> <br /> <br />total water surface elevation increases of no more <br /> <br /> <br />than one foot, and nO more than one-half foot. <br /> <br /> <br />7. Tabulation of flood hazard information for each <br /> <br /> <br />cross-section including section number, reference <br /> <br /> <br />stationing, thalweg elevation, lOO-year flood water <br /> <br /> <br />surface elevation, top width of proposed floodway, <br /> <br /> <br />floodway width on left and right side of thalweg, <br /> <br /> <br />and floodway water surface elevation. <br /> <br /> <br />8_ Plan and profile information, including lOO-year <br /> <br /> <br />flood plain limits, flood profiles showing the water <br /> <br /> <br />depths relative to the stream bed, cross-sections, <br /> <br /> <br />location of all cross-sections utilized in hydraulic <br /> <br /> <br />computations, and design flows and velocities at <br /> <br /> <br />appropriate locations. <br /> <br />During the course of our studies, our work has included, but <br />not necessarily been limited to, the following: <br /> <br />1. A Summary of previous investigations <br />2. Identification of major basin features <br />3. History of the stream relative to flooding and a <br />description of various hazards associated with the <br />areas in or near the lOO-year flood plain. <br />4. Basis of hydrologic analysis including rainfall data, <br />drainage basin parameters, floodflows, and design <br />hydrographs. <br /> <br />Previous Investigations <br /> <br /> <br />A number of studies and investigations of general as well as <br /> <br /> <br />specific flood problems in the Westerly Creek basin have been <br /> <br /> <br />undertaken in the past. These are briefly summarized below. <br /> <br />January, 1952. "Survey Report on Flood Control for the <br /> <br /> <br />City of Aurora, Colorado" (Omaha District, Corps of <br /> <br /> <br />Engineers) . <br /> <br /> <br />The report recognized a flood problem on Westerly Creek <br />
