I I I I I I I I I I I I I I I I I I I 2 Purpose and Scope This report was prepared for the guidance of local officials in planning land use and regulating the Westerly Creek flood plain between Sand Creek and Kelly Pond. Sand Creek is a right- bank tributary of the South Platte River. Kelly Pond is locat- ed at the North boundary of the Lowry Air Force Base. The lOO-year flood should be given appropriate consideration before planning for development in the flood plain. The report provides a suitable basis for the adoption of land use controls to guide flood plain management and minimize flood losses. Flood water surface elevations and flood plain boundaries are often revised by road and bridge construction, flood plain development, flood control improvements, or natural processes. Prior to utiliza- tion of this report for planning or design purposes, the user is advised to contact the Urban Drainage and Flood Control District or the Colorado Water Conservation Board to determine if the information in this report has been amended. 5. Basis of hydraulic analysis and summary of hydraulic data. 6. The determination of two floodways based on an equal degree of encroachment which results respectively in total water surface elevation increases of no more than one foot, and nO more than one-half foot. 7. Tabulation of flood hazard information for each cross-section including section number, reference stationing, thalweg elevation, lOO-year flood water surface elevation, top width of proposed floodway, floodway width on left and right side of thalweg, and floodway water surface elevation. 8_ Plan and profile information, including lOO-year flood plain limits, flood profiles showing the water depths relative to the stream bed, cross-sections, location of all cross-sections utilized in hydraulic computations, and design flows and velocities at appropriate locations. During the course of our studies, our work has included, but not necessarily been limited to, the following: 1. A Summary of previous investigations 2. Identification of major basin features 3. History of the stream relative to flooding and a description of various hazards associated with the areas in or near the lOO-year flood plain. 4. Basis of hydrologic analysis including rainfall data, drainage basin parameters, floodflows, and design hydrographs. Previous Investigations A number of studies and investigations of general as well as specific flood problems in the Westerly Creek basin have been undertaken in the past.
