10 ~nDS A~D RICHTS-OF-WAY.- Construction of the project would
requlre the purchase ~f 7,140 acres of land in fee, of WhlCh 5,460 acres
would be for the d~ and reservoir area, buildings, and access roads,
1,350 acres for recreation, and 330 acres for relocation of the high~ay
andrallroad. Flowage easement on 150 acres located ln the upper end
of the reservoir also ~ould be required. All land within the reservoir
area up to flve feet above the main spillway crest elevation would be
acquired for the dam and reservoir. LanJ aequired for recreation pro_
vides for a strip of land around the reservoir of not less than 300
feet in width horizontally from the top of the flood control pool,
supplemented by additional land at points where visitor concentrations
would occur and where appropriate facilities would be developed, Local
interests have agreed to purchase the necessary water rights to estab-
lish and maintain a permanent pool of 20,000 acre-feet in Fountain
Reservoir. The estimated COSt of the project includes a fair price
for the purchase of Water ~ights,

TABLE 2

Estimated First Cost, Investment, and Annual Charges
Fountain Reservoir (January 1969 price levels)

,
I
i
I

Cost o.'antit Unit
Class Item lJnit Cost Total
FIRST COST
" Lands and Danlages:
Fountain Dam and Reservoir:
Fee purchase:
Irrigated cropland '"' Acre $500.00 $200,000
Irrigated cropland lOO Acre 650.00 130,000
Pasture, river bottom SO, Acre 50.00 40,000
Small tracts 1,000 Acre 750.00 750,000
Pasture or range 1,650 Acre 150.00 247,500
Pasture or range 1,410 Acre 75.00 105,750
PurchaSe of water rights . . ESTIMATED PROJECT COS1.- The estimated first cost of the
Fountaln Reservoir ProjeCt is $32,401,000. The total first COSt has
been apportioned between Federal and non-Federal interests in accord_
ance with e~isting laws and established pOlicies, Non-Federal interests
would be required to pay one-half of the separable costs allocated to
recreation. Annual charges for the project at 4_7/8 percent interest
rate would be $1,882,000.. An estimate of project costs, invc~tment,
and annual charges is given in Table 2, A detailed cost breakdown of
recreational facilities is given in Tables 5 and 7 of Attacbment III,
Devetopl'fent c."d Management of Environmental ResOl<l'<:es.
