<br />requlre the purchase ~f 7,140 acres of land in fee, of WhlCh 5,460 acres
<br />would be for the d~ and reservoir area, buildings, and access roads,
<br />1,350 acres for recreation, and 330 acres for relocation of the high~ay
<br />andrallroad. Flowage easement on 150 acres located ln the upper end
<br />of the reservoir also ~ould be required. All land within the reservoir
<br />area up to flve feet above the main spillway crest elevation would be
<br />acquired for the dam and reservoir. LanJ aequired for recreation pro_
<br />vides for a strip of land around the reservoir of not less than 300
<br />feet in width horizontally from the top of the flood control pool,
<br />supplemented by additional land at points where visitor concentrations
<br />would occur and where appropriate facilities would be developed, Local
<br />interests have agreed to purchase the necessary water rights to estab-
<br />lish and maintain a permanent pool of 20,000 acre-feet in Fountain
<br />Reservoir. The estimated COSt of the project includes a fair price
<br />for the purchase of Water ~ights,

<br />11. ESTIMATED PROJECT COS1.- The estimated first cost of the
<br />Fountaln Reservoir ProjeCt is $32,401,000. The total first COSt has
<br />been apportioned between Federal and non-Federal interests in accord_
<br />ance with e~isting laws and established pOlicies, Non-Federal interests
<br />would be required to pay one-half of the separable costs allocated to
<br />recreation. Annual charges for the project at 4_7/8 percent interest
<br />rate would be $1,882,000.. An estimate of project costs, invc~tment,
<br />and annual charges is given in Table 2, A detailed cost breakdown of
<br />recreational facilities is given in Tables 5 and 7 of Attacbment III,
