<br />. <br /> <br />Issue B-3: Subdivision Requirements for Large Lots <br /> <br />Background: Colorado laws require county regulations for subdivisons with lots under <br />35 acres in size. But there are few requirements for lands subdivided into lots over 35 <br />acres. Such large lots spread development over wide areas, increase public road costs and <br />push developmenl into fire,prone areas creating a danger to the resident and to the <br />emergency responder. Counties remain powerless to impose needed safety regnlations, <br /> <br />Action Element: <br /> <br />1. Stale legislators address the problems of the 35 acre exemption from <br />county subdivision requirements. <br /> <br />2. CreaLe and adopt requirements for subdivision lots of 35 acres and <br />larger, <br /> <br />Agencies: State legislature */* county cornmissioners, planning departments. <br /> <br />Estimated Costs: Staff time. <br /> <br />Funding Sources: Existing land planning budgets. <br /> <br />Schedule: 1996 and ongoing thereafter, <br /> <br />Issue B-4: Building Permits <br />Background: Building and occupancy permits for structures can be obtained from <br />local government in fire'prone areas where there is no fire code or existing structural fire <br />departmenl coverage, <br /> <br />When fires occur in such areas, responding wildfire agencies do not have the capability <br />for structure fires. Rapid response structural fire department services do not exisl for <br />remote areas, Lack of a fire deparunent or fire codes allow greaLer fire hazards and allow <br />fires to spread fasLer. <br /> <br />Action Element: Pass and enforce regulalions which compel improvements thal <br />require building permits be within the coverage of organized structural fire deparunents. <br />This could be accomplished via: <br /> <br />1. Changes to normal county building permil process. <br /> <br />2. County emergency resolution requirement for building permits to repair fire, <br />damaged improvements. <br /> <br />3. Changes in stale law. <br /> <br />Agencies: Local governments, SlaLe legislature */* fire departments <br /> <br />Estimated Costs: Variable depending on local need for: cosl of changing fire <br />prolection disLrict boundaries where reasonable proLection exists; cost to provide <br />structural fire services where no reasonable services exist. <br /> <br />Funding Sources: Mill levy assessments to landowner by local government. <br /> <br />Schedule: Immediate. <br /> <br />23 <br />
