<br />. <br /> <br />Issue A.7: Mitigation Action Study <br />Backgrourui: IL is not known what motivates landowners to take wildfire mitigation <br />actions, or why they refuse to take such actions before a threaLeuing wildftre occurs, <br />Agencies have met with both high success and dismal failure in attracting audiences and <br />having them take action. Because the reasons are unclear, trial,and,error approaches <br />continue with less effective use of time and scarce public funds. <br /> <br />A research project about the mOLivations for wildftre mitigation was propsed by the <br />U niversiLY of Colorado in 1990 bUL never implemented because of funding shortages, <br />Motivational reasearch results will help focus mitigation efforts on high,payoff actions. <br />The results could have regional or national application. <br /> <br />Action Element: Field research by a university about whaL factors (fear, incentives, <br />penalty, economic, etc.) motivate interface landowners to Lake mitigation actions. Fire <br />agencies should assiSL with projecL design, Results published and widely distribuLed. <br /> <br />Agencies: Federal Emergency Management Agency, federal and sLaLe wildfire <br />agencies * /* state university, Office of Emergency Management, counties, fire <br />departments. <br /> <br />Estimated Cost: $20,000 for a local study, $45,000 for a sLatewide study. <br /> <br />Funding Sources: Research grants from federal. state, local and/or private <br />foundations, <br /> <br />Schedule: Begin in 1996 or soon afLer as funding permits. <br /> <br />Issue A.8: Disclosure Law <br />Backgrourui: After disasLer or emergency events, people impacted discover they did <br />not know their property contained or was in the path of a hazard. Residents have said thaL <br />if they had been Lold of the high poLential for wildfires near their homes/property they <br />would have taken mitigation measures prior Lo purchase, construction and/or occupancy <br />to increase their long,tenu safeLy. Thus, it is important for property buyers to have <br />information about hazards in areas they are considering purchasing or building on. Full <br />disclosure will provide natural hazard infonuation to prospecLive buyers. <br /> <br />Action Element: A disclosure law and/or process is needed. All property sales should <br />require lenders and/or sellers to disclose to potential buyers the possible natural hazards <br />and their impacts before the sale is compleLed. The potential of natural hazards and their <br />possible impacL musL be established through a current site evaluation by qualifted private <br />consultants, or state or local government officials. County multi,hazard GIS maps that <br />include wildfire can help (see Issue C,8). Disclosure should include: <br />1. Determined hazards. <br />2. Historical impacts. <br />3.
