Application of this policy to the Westerly Creek, <br /> <br /> <br />Colorado, project would require the State of Colorado to con- <br /> <br /> <br />tribute an estimated $337,000 in cash (5 percent of the <br /> <br /> <br />$6,735,000 t~al estimated project first costs of construction <br /> <br /> <br />assigned to nonvendible project purposes based on February 1979 <br /> <br /> <br />price levels). <br /> <br />The President also proposed that the present cost-sharing <br /> <br /> <br />requirements for flood damage prevention projects be modified to <br /> <br /> <br />require a cash or in-kind contribution equal to 20 percent of the <br /> <br /> <br />project first costs assigned to flood damage prevention. (In the <br /> <br /> <br />case of reservoir projects, this cash or in-kind contribution is <br /> <br /> <br />a new requirement. In the case of local protection type proj- <br /> <br /> <br />ects, this cash or in-kind contribution is in lieu of the <br /> <br /> <br />existing requirement that local interests provide without costs <br /> <br /> <br />to the United States all lands, easements, rights-of-way, and <br /> <br /> <br />relocations or replacements necessary for the construction of the <br /> <br /> <br />project). Application of this policy to the Westerly Creek, <br /> <br /> <br />Colorado, project would require that non-Federal interests make, <br /> <br /> <br />in addition to the State contribution, a cash or in-kind contri- <br /> <br /> <br />bution of an estimated $l,347,OOO (20 percent of $6,735,000). <br /> <br /> <br />The combined non-Federal share is currently estimated to be <br /> <br /> <br />$l,684,OOO. In accordance with the President's proposed cost- <br /> <br /> <br />sharing policy, I recommend that the existing project for flood <br /> <br /> <br />control at Aurora, Colorado, authorized under Section 205 of the <br /> <br /> <br />Flood Control Act of 1948, as amended, be modified in accordance <br /> <br /> <br />with the following elements of the selected plan described in <br /> <br /> <br />this report: <br /> <br />. <br /> <br />76 <br />
