.

assigned to nonvendible project purposes and lO percent of the

first costs of construction assigned to vendible project pur-

poses. Application of this policy to the Westerly Creek,

Colorado, project would require the State of Colorado to con-

tribute an estimated $337,000 in cash (5 percent of the

$6,735,000 t~al estimated project first costs of construction

assigned to nonvendible project purposes based on February 1979

price levels).

The President also proposed that the present cost-sharing

requirements for flood damage prevention projects be modified to

require a cash or in-kind contribution equal to 20 percent of the

project first costs assigned to flood damage prevention. (In the

case of reservoir projects, this cash or in-kind contribution is

a new requirement. In the case of local protection type proj-

ects, this cash or in-kind contribution is in lieu of the

existing requirement that local interests provide without costs

to the United States all lands, easements, rights-of-way, and

relocations or replacements necessary for the construction of the

project). Application of this policy to the Westerly Creek,

Colorado, project would require that non-Federal interests make,

in addition to the State contribution, a cash or in-kind contri-

bution of an estimated $l,347,OOO (20 percent of $6,735,000).

The combined non-Federal share is currently estimated to be

$l,684,OOO. In accordance with the President's proposed cost-

sharing policy, I recommend that the existing project for flood

control at Aurora, Colorado, authorized under Section 205 of the

Flood Control Act of 1948, as amended, be modified in accordance

with the following elements of the selected plan described in

this report:

.

76
