<br />. <br /> <br />Coordination <br /> <br />The selected plan was developed in cooperation with the city <br /> <br /> <br />of Aurora, the city and county of Denver, Lowry Air Force Base, <br /> <br />and the Urban Drainage and Flood Control District. The design <br /> <br /> <br />and cost estimates for the non-Federal elements of the selected <br /> <br /> <br />plan were provided by the consultant for the Urban Drainage and <br /> <br /> <br />Flood Control District. The District has also indicated a will- <br /> <br /> <br />ingness to provide the required local cooperation with assistance <br /> <br /> <br />from the city of Aurora and the city and county of Denver. The <br /> <br /> <br />District has also indicated that it has authority to levy taxes <br /> <br /> <br />and therefore is financially capable of providing the required <br /> <br /> <br />local cooperation. The District's authority to enter a contrac- <br /> <br /> <br />tura1 agreement for local cooperation, as required by Section 22l <br /> <br /> <br />of Public Law 9l-6l1, limits the term of such agreements to 50 <br /> <br />years. <br /> <br />Public meetings to initiate the Metropolitan Denver and South <br /> <br /> <br />Platte River Study were held in the Colorado cities of Sterling, <br /> <br /> <br />Fort Collfns, and Denver during December 1975. Throughout the <br /> <br /> <br />study on Westerly Creek, several meetings were held with the Air <br /> <br /> <br />Force, the Urban Drainage. and Flood Control District, the city of <br /> <br /> <br />Aurora, and the city and county of Denver. A public meeting to <br /> <br /> <br />discuss the findings on the flood control studies on Westerly <br /> <br /> <br />Creek was held in Aurora on 30 October 1979. There were 20 <br /> <br />. <br /> <br />persons in attendance at the meeting and four presented oral <br /> <br /> <br />testimony. Three individuals indicated they were in favor of <br /> <br /> <br />flood control improvements on Westerly Creek but expressed <br /> <br /> <br />concern with the requirement for flood plain regulations.
