Coordination

The selected plan was developed in cooperation with the city

of Aurora, the city and county of Denver, Lowry Air Force Base,

and the Urban Drainage and Flood Control District. The design

and cost estimates for the non-Federal elements of the selected

plan were provided by the consultant for the Urban Drainage and

Flood Control District. The District has also indicated a will-

ingness to provide the required local cooperation with assistance

from the city of Aurora and the city and county of Denver. The

District has also indicated that it has authority to levy taxes

and therefore is financially capable of providing the required

local cooperation. The District's authority to enter a contrac-

tura1 agreement for local cooperation, as required by Section 22l

of Public Law 9l-6l1, limits the term of such agreements to 50

years.

Public meetings to initiate the Metropolitan Denver and South

Platte River Study were held in the Colorado cities of Sterling,

Fort Collfns, and Denver during December 1975. Throughout the

study on Westerly Creek, several meetings were held with the Air

Force, the Urban Drainage. and Flood Control District, the city of

Aurora, and the city and county of Denver. A public meeting to

discuss the findings on the flood control studies on Westerly

Creek was held in Aurora on 30 October 1979. There were 20

persons in attendance at the meeting and four presented oral

testimony. Three individuals indicated they were in favor of

flood control improvements on Westerly Creek but expressed

concern with the requirement for flood plain regulations. The

city of Aurora has implemented flood plain regulations, but the
