The drainage improvements would <br /> <br /> <br />provide better conveyance of runoff from the upstream area. <br /> <br />RELATIONSHIP TO fOUR ACCOUNTS <br /> <br />Beneficial and adverse impacts of the selected plan are <br /> <br /> <br />presented under four accounts, National Economic Development <br /> <br /> <br />(NED); Environmental Quality (EQ); Social Well-Being (SWB); and <br /> <br /> <br />Regional Development (RD). <br /> <br />NATIONAL ECONOMIC DEVELOPMENT ACCOUNT (NED) <br /> <br /> <br />The NED account, shown in table 7, is a measure of changes in <br /> <br /> <br />the value of the output of goods and services and improvements in <br /> <br /> <br />national economic effiCiency. Changes measured represent the <br /> <br /> <br />difference between what would occur if the plan were implemented <br /> <br /> <br />(with condition) and what would occur if it were not implemented <br /> <br /> <br />(without condition). All computations are based on a discount <br /> <br /> <br />rate of 7.125 percent and a lOO-year project life. <br /> <br />. <br /> <br />NED benefits include reduced flood damages on Lowry Air Force <br /> <br /> <br />Base and downstream from the base, location benefits within the <br /> <br /> <br />flood plain on the base, and drainage benefits upstream from the <br /> <br /> <br />base. Drainage benefits were not computed because the drainage <br /> <br /> <br />components would be a local responsibility and would not affect <br /> <br /> <br />the need for other downstream components. It is assumed that the <br /> <br /> <br />benefits of the drainage components are at least equal to the cost. <br /> <br />The location benefits are for 5.8 acres within the lOa-year flood <br /> <br /> <br />plain downstream from the Upper Lowry damsite. This land would <br /> <br /> <br />become suitable for development with the construction of the <br /> <br /> <br />potential Upper Lowry Dam. <br /> <br />38 <br />
