mitigate the effects of residual flood damages in the area down-

stream from Kelly Road Dam. The drainage improvements would

provide better conveyance of runoff from the upstream area.

RELATIONSHIP TO fOUR ACCOUNTS

Beneficial and adverse impacts of the selected plan are

presented under four accounts, National Economic Development

(NED); Environmental Quality (EQ); Social Well-Being (SWB); and

Regional Development (RD).

NATIONAL ECONOMIC DEVELOPMENT ACCOUNT (NED)

The NED account, shown in table 7, is a measure of changes in

the value of the output of goods and services and improvements in

national economic effiCiency. Changes measured represent the

difference between what would occur if the plan were implemented

(with condition) and what would occur if it were not implemented

(without condition). All computations are based on a discount

rate of 7.125 percent and a lOO-year project life.

NED benefits include reduced flood damages on Lowry Air Force

Base and downstream from the base, location benefits within the

flood plain on the base, and drainage benefits upstream from the

base. Drainage benefits were not computed because the drainage

components would be a local responsibility and would not affect

the need for other downstream components. It is assumed that the

benefits of the drainage components are at least equal to the cost.

The location benefits are for 5.8 acres within the lOa-year flood

plain downstream from the Upper Lowry damsite. This land would

become suitable for development with the construction of the

potential Upper Lowry Dam.
