<br />. <br /> <br />COMPONENTS WHICH ARE A PART OF THE FEDERAL ACTION <br />Components which are part of the Federal action consist of <br />the additional storage facilities on Lowry Air Force Base. The <br />components are described in detail in the following paragraphs. <br /> <br />Modifications to Kelly Road Dam. Kelly Road Dam would be <br /> <br /> <br />raised about lO feet in elevation to full site capacity. The <br /> <br /> <br />west embankment would be moved about l50 feet west, and the <br /> <br /> <br />tie-offs on the east and west embankments would be extended <br /> <br /> <br />upstream. The existing grouted rock spillway would be replaced <br /> <br /> <br />with a l20-foot-wide ungated concrete spillway relocated to the <br /> <br /> <br />northeast corner of the dam to provide better alignment with the <br /> <br /> <br />downstream channel. The spillway would safely pass the probable <br /> <br />maximum flood with 3.3 feet of freeboard to the top of the <br /> <br /> <br />embankment, except where the east and west embankments cross 6th <br /> <br />Avenue Circle. At these locations the freeboard would be reduced <br /> <br /> <br />to 0.3 foot to provide access ramps for the continued use of the <br /> <br /> <br />street. In combination with Upper Lowry Dam, the modifications <br /> <br /> <br />to Kelly Road Dam would provide storage for the standard project <br /> <br /> <br />flood. The existing uncontrolled outlet works would be modified <br /> <br /> <br />to fit in with the new spillway but the existing inlet elevations <br /> <br /> <br />and capacities would not be altered. The dam would have a lO-foot <br /> <br /> <br />top width with 1 vertical to 3 horizontal slopes except for 350 <br /> <br /> <br />feet of the east embankment in the vicinity of the Commissary. <br /> <br /> <br />Because of limited space at this location, the side slopes would <br /> <br /> <br />be 1 vertical to 2 horizontal. Pertinent data for Kelly Road Dam <br /> <br /> <br />as modified are presented in table l. <br /> <br />< <br /> <br />. <br /> <br />29 <br />
