<br />. <br /> <br />The permanent relocation of flood plain structures over <br /> <br /> <br />longer periods of time was also considered. Flood plain <br /> <br /> <br />structures could be purchased and removed as they are damaged by <br /> <br /> <br />floods, fire, or other natural causes or as their market value <br /> <br /> <br />depreciated to a specified value. This component would help to <br /> <br /> <br />reduce flood damages downstream with or without other flood <br /> <br /> <br />hazard reducing components. <br /> <br />EMERGENCY EVACUATION <br /> <br /> <br />The emergency evacuation of flood plain residents during <br /> <br /> <br />major storm events would decrease the threat to loss of life but <br /> <br /> <br />would not reduce the potential damage to property. Due to the <br /> <br /> <br />characteristics of the basin, little warning time is available <br /> <br /> <br />and, therefore, emergency evacuation alone is not an acceptable <br /> <br /> <br />solution. As an interim precautionary measure, however, an <br /> <br />emergency evacuation plan for the area downstream from Kelly Road <br /> <br /> <br />Dam has recently been completed as a joint effort between the <br /> <br /> <br />city of Aurora, the city and county of Denver, the Urban Drainage <br /> <br /> <br />and Flood Control District, and Lowry Air Force Base. Even with <br /> <br /> <br />storage of major floods upstream and channel improvements <br /> <br /> <br />downstream, the residual flooding in the area downstream from the <br /> <br /> <br />dam is significant enough to warrant the continuation of an <br /> <br /> <br />emergency evacuation plan. An effective emergency evacuation <br /> <br />plan must have three essential elements; these are: (l) a <br /> <br /> <br />warning system, (2) a means of dissemination of an evacuation <br /> <br />order to the people, and (3) established evacuation procedures, <br /> <br /> <br />evacuation routes, and shelters for evacuees during the flood. <br /> <br />'I <br /> <br />FLOOD PLAIN REGULATIONS <br /> <br /> <br />The basic philosophy of flood plain regulation is that in <br /> <br /> <br />some cases it may be more economical and desirable to prevent the <br /> <br />23 <br /> <br />. <br />
