the city of Aurora has alleviated much of the nuisance flooding

for part of the upstream area. The capacity of Pond A-B, how-

ever, would not be sufficient when the upstream area becomes

fully developed. The main outlet for Pond A-B is into the

Highline Canal; this increases the probability of overtopping the

Canal. In the area upstream from the Highline Canal in the

vicinity of South Dayton Street and Windsor Gardens, drainage

problems are caused by trapped runoff and a lack of an adequate

drainage outlet.

The area downstream from Lowry Air Force Base is subject to

frequent, significant flood damages. The Westerly Creek channel

between Kelly Road Dam and Stapleton International Airport is not

capable of carrying runoff originating downstream from the dam

because the channel and flood plain have been greatly altered by

development and encroachment. The construction of the east-west

runway on the south side of the airport has produced a ponding

area between the runway and Montview Boulevard. The adjacent

properties are subject to flooding from storms as small as an

8-year event.

The channel capacity at some locations downstream from Kelly

Road Dam is not sufficient to carry the l-year flood. In

addition, it is considerably less than the discharge capacity of

the dam's outlet works.

The Westerly Creek flood plain for the standard project flood

downstream from Lowry Air Force Base contains about 483 residen-

tial buildings and 26 industrial, commercial, or institutional

buildings. Without Kelly Road Dam in place, average annual
