<br />. <br /> <br />the city of Aurora has alleviated much of the nuisance flooding <br /> <br /> <br />for part of the upstream area. The capacity of Pond A-B, how- <br /> <br />ever, would not be sufficient when the upstream area becomes <br /> <br />fully developed. The main outlet for Pond A-B is into the <br /> <br /> <br />Highline Canal; this increases the probability of overtopping the <br /> <br /> <br />Canal. In the area upstream from the Highline Canal in the <br /> <br /> <br />vicinity of South Dayton Street and Windsor Gardens, drainage <br /> <br /> <br />problems are caused by trapped runoff and a lack of an adequate <br /> <br /> <br />drainage outlet. <br /> <br />The area downstream from Lowry Air Force Base is subject to <br /> <br /> <br />frequent, significant flood damages. The Westerly Creek channel <br /> <br /> <br />between Kelly Road Dam and Stapleton International Airport is not <br /> <br /> <br />capable of carrying runoff originating downstream from the dam <br /> <br /> <br />because the channel and flood plain have been greatly altered by <br /> <br /> <br />development and encroachment. The construction of the east-west <br /> <br /> <br />runway on the south side of the airport has produced a ponding <br /> <br /> <br />area between the runway and Montview Boulevard. The adjacent <br /> <br /> <br />properties are subject to flooding from storms as small as an <br /> <br /> <br />8-year event. <br /> <br />The channel capacity at some locations downstream from Kelly <br /> <br /> <br />Road Dam is not sufficient to carry the l-year flood. In <br /> <br /> <br />addition, it is considerably less than the discharge capacity of <br /> <br /> <br />the dam's outlet works. <br /> <br />The Westerly Creek flood plain for the standard project flood <br /> <br /> <br />downstream from Lowry Air Force Base contains about 483 residen- <br /> <br /> <br />tial buildings and 26 industrial, commercial, or institutional <br /> <br />buildings.
