.

Problems and Needs

STATUS OF EXISTING PLANS AND IMPROVEMENTS

Kelly Road Dam was constructed in 1953 by the Corps of

Engineers under authority of Section 205 of the 1948 Flood

Control Act, as amended. The dam is located near the northern

edge of Lowry Air Force Base in the lower central part of the

Westerly Creek basin. It is a horseshoe-shaped, compacted-

earthfill dam. Until recently modified the dam had a maximum

height above the streambed of 22.6 feet and a total crest length

of 4,l50 feet. The crest width was 30 feet along Kelly Road and

10 feet along the remainder of the embankment. The outlet works

was an uncontrolled reinforced concrete conduit with a high-level

drop inlet and a smaller low-level intake. Its capacity was 570

cubic feet per second at the design spillway crest elevation.

The emergency spillway was a depressed grouted rock section in

the center of the embankment about 300 feet wide. Storage

capacity was 330 acre-feet at the spillway crest and 360

acre-feet at the top of the embankment.

As described in the following section on Flood Problems, an

extreme flood hazard existed in the heavily populated area

downstream from Kelly Road Dam. As a result, the Omaha District

Corps of Engineers recently completed action under authority of

Public Law 84-99 for emergency measures to rehabilitate the

existing dam to reduce the risk of dam failure. These measures

are discussed in a later section of this report entitled The

Selected Plan.

12

.
