<br />. <br /> <br />Problems and Needs <br /> <br />STATUS OF EXISTING PLANS AND IMPROVEMENTS <br /> <br />Kelly Road Dam was constructed in 1953 by the Corps of <br /> <br /> <br />Engineers under authority of Section 205 of the 1948 Flood <br /> <br /> <br />Control Act, as amended. The dam is located near the northern <br /> <br /> <br />edge of Lowry Air Force Base in the lower central part of the <br /> <br /> <br />Westerly Creek basin. It is a horseshoe-shaped, compacted- <br /> <br />earthfill dam. Until recently modified the dam had a maximum <br /> <br /> <br />height above the streambed of 22.6 feet and a total crest length <br /> <br /> <br />of 4,l50 feet. The crest width was 30 feet along Kelly Road and <br /> <br /> <br />10 feet along the remainder of the embankment. The outlet works <br /> <br /> <br />was an uncontrolled reinforced concrete conduit with a high-level <br /> <br /> <br />drop inlet and a smaller low-level intake. Its capacity was 570 <br /> <br /> <br />cubic feet per second at the design spillway crest elevation. <br /> <br /> <br />The emergency spillway was a depressed grouted rock section in <br /> <br />the center of the embankment about 300 feet wide. Storage <br /> <br /> <br />capacity was 330 acre-feet at the spillway crest and 360 <br /> <br /> <br />acre-feet at the top of the embankment. <br /> <br />As described in the following section on Flood Problems, an <br /> <br /> <br />extreme flood hazard existed in the heavily populated area <br /> <br /> <br />downstream from Kelly Road Dam. As a result, the Omaha District <br /> <br /> <br />Corps of Engineers recently completed action under authority of <br /> <br /> <br />Public Law 84-99 for emergency measures to rehabilitate the <br /> <br /> <br />existing dam to reduce the risk of dam failure. These measures <br /> <br />are discussed in a later section of this report entitled The <br /> <br /> <br />Selected Plan. <br /> <br />12 <br /> <br />. <br />
