CONSTRUCTION SEQUENCE <br /> <br />at the same time as the detention facility is constructed. The detention <br /> <br />facility has little affect upon the improvements downstream of the exist- <br /> <br />ing railroad crossings; therefore, these could be constructed prior to <br /> <br />construction of the detention pond at Little's Creek Park. <br /> <br />For these reasons, the following construction sequence is recommended: <br /> <br />In order to preclude any increase of flood damages upstream, downstream, <br /> <br />or adjacent to any of the recommended flood control improvements, careful <br /> <br />attention must be paid to the sequence of the construction of the improve- <br /> <br />ments, particularly to the implementation of the measures designed to separate <br /> <br />irrigation and storm water flows. <br /> <br />LEE GULCH: <br /> <br />1. Improvements from the South Platte to Bemis Street. <br /> <br />2. Detention facility at Little's Creek Park, including Broadway <br /> <br />crossing. <br /> <br />3. Improvements from Bemis Street to Little's Creek Park. <br /> <br />4. Improvements from Broadway to the Highline Canal. <br /> <br />5. Construction of the flow separation structure and the relief <br /> <br />drain upstream of the canal. <br /> <br />Prior to the implementation of the proposed side channel spillway at <br /> <br />the Highline Canal crossing of Lee Gulch the structural improvements at <br /> <br />Elati Street and Windermere Street should be completed, as well as the re- <br /> <br />channelization and erosion protection in the park area east of the AT & SF <br /> <br />Railroad crossing. The recommended improvements upstream of the canal <br /> <br />crossing can be constructed prior to the construction of the flow separa- <br /> <br />tion structure at the canal. The maintenance/access trail can be con- <br /> <br />structed at any time. <br /> <br />LITTLE CREEK: <br /> <br />All of the proposed flood control improvements on Little Creek down- <br /> <br />stream of the Highline Canal need to be constructed prior to the flow <br /> <br />separation structure at the canal. The relief drain upstream of the canal <br /> <br />will be carried underneath the canal in the same area as the separation <br /> <br />structure and should be constructed at the same time. <br /> <br />The 5-year flood with detention at Little's Creek Park was used as the <br /> <br />basis of the preliminary design of the proposed improvements along Sterne <br /> <br />Parkway. For this reason these facilities should be constructed after or <br /> <br />-17- <br />
