<br />RECOMMENDATIONS: <br /> <br />Develop and implement a disaster education program to be presented to local pub- <br />lic officials. The presentations will include information on the following topics: stan- <br />dard terms/definitions, NFIP, disaster prevention, community homeowner <br />f1oodproofing, warning systems and federal/state recovery and mitigation programs. <br />Possible approaches include: 1) print/broadcast announcements; 2) presentations <br />to local agencies and 3) distribution of already developed materials. <br /> <br />LEAD AGENCIES: <br />DOLA, Colorado OEM <br /> <br />FUNDING: <br />FEMA, Colorado OEM <br /> <br />SCHEDULE: <br /> <br />Immediate and on-going <br /> <br />ISSUE: <br /> <br />EC-4 Lack of technical capability in local government causes a shortfall in delivery <br />of services related to floodplain monagement, flood hozard mitigation and flood <br />insurance. <br /> <br />BACKGROUND: <br /> <br />The Colorado Water Conservation Board (CWCB) and the Colorado Department <br />of Local Affairs IDOLA) provide training activities to improve local government ca- <br />pability in the areas of floodplain management and land use planning, respectively. <br />Improved training and education is warranted. <br /> <br />RECOMMENDATIONS: <br /> <br />. Develop improved delivery of training and technical assistance with <br />current state-of.the-art slide shows, workshops, manuals, etc. and <br />assure that the correct audiences are targeted <br />. Utilize the Colorado Association of Stormwater and Floodplain <br />Managers (CASFMI; promote certification of local floodplain managers <br />. Encourage increased community participation in the NFIP's Community <br />Rating System [CRS) <br />. Promote the concept of shared services among smaller local governments <br />. Promote the concept of basinwide planning among communities <br />
