<br /> <br />INTRODUCTION <br /> <br />More than 10 million Americans live in manufac- <br />tured homes, The 1980 Census revealed that <br />almost four million occupied manufactured homes <br />comprised over five percent of the nation's hous- <br />ing stock, and that two-thirds of the manufactured <br />homes had been built and occupied since 1970, <br />The increasing popularity of manufactured homes, <br />coupled with their high vulnerability to the poten, <br />tial effects of flood and wind forces in flood hazard <br />areas, has resulted in the need to apply special <br />siting techniques for protecting manufactured <br />homes in these areas, <br />_ _ __ ____I!11vJla_n_u_aJ -PJ'9\1ides_te~!1DLG.aL-9uldan.c_e_ o_n__ <br />how to reduce the risk of flood damages to <br />manufactured homes, As used in the context of <br />this manual, the term "manufactured home" also <br />includes those homes previously defined as <br />"mobile homes," The information presented <br />addresses techniques for elevating the manufac- <br />tured home above anticipated flood levels and for <br />adequately anchoring against flood and wind <br />forces, <br />Application of these techniques will aid in reduc- <br />ing property loss and enhancing the safety of the <br />manufactured home environment. Figures 1.1, 1.2. <br />and 1.3 highlight the importance of considering <br />potential damage to manufactured homes in flood <br />hazard areas, <br /> <br /> <br />Figure 1.1 Flood Damage <br /> <br />Figure 1.1 shows complete devastation due to <br />high velocity floodwaters and floating debris of a <br />manufactured home installed without regard for <br />site considerations and elevation, <br />Figure 1.2 shows results of flotation and damage <br />caused by inadequate anchorage and elevation, <br /> <br /> <br />Figure 1.2 Flood Damage <br /> <br />Figure 1.3 shows damage resulting from a lack <br />of elevation and anchoring combined with struc- <br />tural damage from other floating manufactured <br />homes, <br /> <br /> <br />Figure 1.3 Flood Damage <br /> <br />The following is a brief description of the con- <br />tents of the chapters of this manual, which are <br />presented in a manner intended to parallel the <br />decision-making process in siting a manufactured <br />home in a flood hazard area, <br /> <br />CHAPTER I - OVERVIEW <br /> <br />A general background on manufactured homes, <br />typical siting practices, discussion of flooding and <br />its effects on manufactured homes, and an over- <br />view of the regulatory and building code re- <br />quirements for manufactured homes, <br /> <br />1 <br />
