.1

I.
I

were used for determining structure and content damage to residential and

commercial properties.

In a 1976 study, on Ralston Creek (Wright-McLaughlin Engineers, May,

I

1976) the 1970 FIA curves were again used to calculate dollar damage values

for structures and furnishings for the various levels of flooding. All

I

residences were assumed to be one-story ranch style with basements with the

contents being located on the first floor and in the basement. The resi-

I

dential contents damage curve used was altered for depths of 5 feet and

I

above. The contractor raised the damage percent from 82% to 95% "to more

closely represent damages which would result from over 5 feet of water

I

inside a residential structure".

Later in 1976, a study on Grangehall Creek (Hydro Triad, September, 1976)

I

again used the 1970 FIA curves that were contained in the "Interim Methodology,

Ie

Benefit Cost Analysis for Urban Drainage Planning" (Rice, March, 1974).

Early in 1977, a study on Sloans Lake Basin (URS, March, 1977) followed

I

the methodology contained within "Urban Drainage and Flood Control Projects

Economic, Legal, and Financial Aspects" (Grigg, et aI, July, 1975). In the

I

study, residential damages were agin computed using FIA's 1970 curves. Con-

I

tents were assumed to be equal to 50% of the structure value. For commercial

and industrial property damages were obtained from the depth-damage relation-

I

ships contained in the SCS reference "Basic Data for Evaluating Floodwater

Damages to Urban Properties", October 9, 1967. This document presented struc-

I

ture and content damages based on depths of inundation for 67 different types

I

of businesses of varying floor space, size, and building types.

Another 1977 study, this one on Van Bibber Creek (Gingery, March, 1977)

I.
I

used FIA depth-damage curves. It is not certain, but believed that they were

79

I

;~'" "."" .~!' ,.,",

_.'C_' ~.

..~~._'~"","
