I

I
I.

was usually greater than the range of differences among the groups.

They could not discern any pattern between the type of business, inven-

tory characteristics and similar factors on the one hand, and flood damage

I

at various depths on the other. SRI conducted additional research and

was able to develop commercial and industrial depth-damage curves. They

I

are shown in Figures 6-12.

Again they found much less consistency in

these data than in the residential damage data. The SRI also plotted con-

I

tents damage as a function of the damage per $1,000 market value of contents

I

due to the variability or lack of sufficient numbers, did not draw a curve

showing central tendency of the data. They are therefore, not shown in

I

this paper.

I

DATA AVAILABILITY FOR THE DENVER REGION

I.

Newspaper Accounts

Early in the study, it was thought that. newspaper accounts could be

I

used as an aid in establishing flood stage-damage curves for residential,

commercial, and industrial proP7rties in the Denver Region. As additional

I

research was conducted, it became apparent that newspaper accounts could

I

not be used for the purpose for the following reasons: 1) Flood plain

occupancy is continually changing (expanding) thus damages reported are

I

based upon less development than now exists. 2) There is no way to break

lump sum damage reports, which include damage not only to structures down

I

to the damages experienced to individual structures. 3) Damage reports

I

that appear in papers immediately following flood events are first estimates.

Some of the damage estimates appearing in print immediately after the 1965

I.
I

flooding were obtained from Omaha District personnel whose only exposure to

that particular flood event was a helicopter tour of the flooded area.

64

I

~>"f' ' '-'""~"""".':"."1",,',,",'?"f~~_,_:., '""': _,;,""~~.~.,'(,._,~_ ."'_~""'f __.
