I
I.
I
I
I
I
I
I
I
I.
I
I
I
I
I
I
..
I
I
ifl"1\'l"l~'" , ,~ " -

will be done to move items out of the flood plain or to upper floors.

Without employees on hand to fight the flood, industrial and commercial

structures will also suffer greater damages.

Flooding which occurs during a weekend would probably result in

. heavier damages being inflicted upon commercial and industrial properties

than if this flooding had occurred on a week day when employees could be

summoned to initiate flood-fighting activities. Likewise, flooding which

occurs on a weekday will result in heavier residential damages than week-

end flooding.

Other Factors

Other factors which influence the total damage resultant from any

flood event include water and air temperatures, suspended sediment carried

by the floodwaters and preceding and antecedant weather conditions.

. CONTENTS VALUE

While the value of land and improvements is a matter of public record

in County, City, and Town Clerks' offices, the value of contents is more

difficult to obtain. Local government assessors have data on commercial

and industrial contents and inventory, In Colorado, personal property is

no longer assessed, and good Sources of data do not exist locally. A

problem faces the engineer when using depth-damage curves because they are

usually developed separately for contents and structure. A notable excep-

tion is to be found in Grigg & Helweg (1975). To thus use the majority of

depth-damage curves, one must develop the value of contents separately from

the value of structure or relate the value of contents to the value of the

24

..- - ."'."",,-

.'. > ~'.' c_ ~',,"'!!'5'>~~,,__-<,Jj .....,'.....,.",~ _ ~"._,_,~_,=~.~_,,~.~.
