Information spe' cifically requested in the RFQ is provided in this section. Full personnel resumes are contained in Appendix A. Principal - Lloyd Cronning, P.E. Resume Mr. Gronning, Vice President of Montgomery Watson, has over 24 years of experience in water resources planning, management and development. His experience includes municipal water supply development and operations, water rights, valuation and acquisition of water supplies, appropriation of water rights, river basin studies, and economic, environmental and permitting studies. Former President of a Denver-based consulting engineering firm, 1984-1996, responsible for technical and management operations of a regional civil engineering firm specializing in water resources planning, civil engineering and water rights. Former Utilities Director, City of Thornton, Colorado. 1978-1984. Responsible for a $15,000,000 annual budget and direction of 100 employees. During this time Mr. Gronning developed a comprehensive five-year operations, capital expenditure, and financial plan, negotiated a com- plex debt restructuring plan, a major water rights exchange contract, water resource acquisi- tions and completed development plans. Mr. Gronning has held responsible positions in re- gional water development groups and mutual irrigation companies. Mr.EGronning has experience testifying before government and regulatory bodies, in state dis- trict courts, water courts, federal court and is a qualified Expert Witness in the areas of Water Rights Engineering, Water Resources Planning, Development of Municipal Water Supplies, Water Quality and Water Treatment Engineering, Operation of Water Exchanges, Accounting and Record Keeping for Municipal Water Systems, and Valuation of Water Rights. Prior experience also includes project manager responsibility for water and wastewater facility planning, engineering, legal coordination, financial feasibility, environmental assessment, and project coordination with state and federal regulatory agencies. EXDerience . Project Manager, Colorado Water Development Study - Statewide inventory of Colorado water supplies, demands, threats and opportunities, and proposed water development projects. .
