Information spe' <br />cifically requested in the RFQ is provided in this section. Full personnel resumes are contained <br />in Appendix A. <br /> <br />Principal - Lloyd Cronning, P.E. <br /> <br />Resume <br /> <br />Mr. Gronning, Vice President of Montgomery Watson, has over 24 years of experience in water <br />resources planning, management and development. His experience includes municipal water <br />supply development and operations, water rights, valuation and acquisition of water supplies, <br />appropriation of water rights, river basin studies, and economic, environmental and permitting <br />studies. <br /> <br />Former President of a Denver-based consulting engineering firm, 1984-1996, responsible for <br />technical and management operations of a regional civil engineering firm specializing in water <br />resources planning, civil engineering and water rights. <br /> <br />Former Utilities Director, City of Thornton, Colorado. 1978-1984. Responsible for a $15,000,000 <br />annual budget and direction of 100 employees. During this time Mr. Gronning developed a <br />comprehensive five-year operations, capital expenditure, and financial plan, negotiated a com- <br />plex debt restructuring plan, a major water rights exchange contract, water resource acquisi- <br />tions and completed development plans. Mr. Gronning has held responsible positions in re- <br />gional water development groups and mutual irrigation companies. <br /> <br />Mr.EGronning has experience testifying before government and regulatory bodies, in state dis- <br />trict courts, water courts, federal court and is a qualified Expert Witness in the areas of Water <br />Rights Engineering, Water Resources Planning, Development of Municipal Water Supplies, <br />Water Quality and Water Treatment Engineering, Operation of Water Exchanges, Accounting <br />and Record Keeping for Municipal Water Systems, and Valuation of Water Rights. <br /> <br />Prior experience also includes project manager responsibility for water and wastewater facility <br />planning, engineering, legal coordination, financial feasibility, environmental assessment, and <br />project coordination with state and federal regulatory agencies. <br /> <br />EXDerience <br /> <br />. <br /> <br />Project Manager, Colorado Water Development Study - Statewide inventory of Colorado <br />water supplies, demands, threats and opportunities, and proposed water development projects. <br /> <br />. <br /> <br />Project Manager, Colorado Springs Operation and Yield Study - Simulation and evaluation <br />of entire Colorado Springs raw water collection system including local basin yields, <br />transmountain diversions, water rights exchanges; recommended improvements to meet <br />future demands. <br /> <br />10 <br /> <br />MONTGOMERY WATSON <II) <br />
