<br />APPENDIX C <br /> <br />REPORT WRITING GUIDELINES <br /> <br />A. Introduction <br /> <br />The following guidelines are offered to assist in the preparation of planning reports for the <br />Colorado Water Conservation board. The guidelines describe: (1) the desired style of written <br />presentation, (2) report organization and (3) report specifications. <br /> <br />B. Style of Presentation <br /> <br />All planning reports are expected to be written in a clear, concise style such that the report <br />is comprehensible to the knowledgeable layman (i.e., a person with some general knowledge of <br />water resource development in Colorado). The writer should assume that the reader is not <br />familiar with the project or the study area and that the reader does .!!2! have an extensive <br />technical background. <br /> <br />The planning report should be an independent document (or set of documents) which fully <br />describe(s) the study process, the analyses performed and the manner in which conclusions were <br />arrived at Any information in the report which is not general knowledge or which is not <br />developed independently should be referenced in a suitable manner. <br /> <br />The main report should provide a narrative presentation of the entire study process. Major <br />assumptions used in each step of the study should be explicitly stated. Detailed technical <br />discussions should be included in appendices. All technical terms should be defined in a <br />glossary. <br /> <br />Each chapter should begin with an introduction of the subject to be discussed or the <br />problem to be analyzed. The discussion should proceed in a logical development leading to a <br />conclusion for analytical chapters (such as an analysis of alternatives) or to full development of <br />the subject (within the scope of the study) for informational chapters. <br /> <br />Each chapter in the body of the report should be able to stand on its own with respect to <br />the subject discussed in the particular chapter. Thus, if a reader is interested in only one aspect <br />of the study, such as water lights, the water rights section of the report should provide a complete <br />discussion of the topic with appropriate references to information in other chapters or in <br />appendices.n <br />Maps, drawings, graphs, and tables should be used to augment the text of the report. Each <br />planning study should include, as a minimum, a base map of the study area at a suitable scale <br />to display locations of existing and proposed facilities included in the study. <br /> <br />C-I <br />
