Allowance should be made for cost escalation expected between the date of the <br />construction cost estimate and the award of the construction contract For large <br />projects with multi-year construction schedules, cost escalation duJing <br />construction should also be estimated. <br /> <br />1. An estimate of operating, maintenance and replacement (O,M&R) costs for each <br />year of the useful life of the project The individual components of the O,M&R <br />estimate should be identified. <br /> <br />J. A detailed financial program to describe fmancing arrangements and the sources <br />and uses of funds for the proposed project. Each feasibility study should include <br />a detailed schedule of annual revenues and annual expenditures for the entire <br />period of debt retirement Guidelines for the financial feasibility analysis are <br />provided in Appendix B. <br /> <br />k. A tabulation of institutional considerations such as permits, court actions, <br />agreements and contracts which are necessary for project implementation. Each <br />of these items should be discussed in the feasibility report and displayed in a <br />summary table format to show the type of action required and the status of each <br />item. An overview of water project permitting is provided in Appendix D. <br /> <br />l. An estimate of the number of shareholders, members, households, etc., expected <br />to benefit from the project. <br /> <br />4.2.12 Accompanying Documentation <br /> <br />The following is a list of documents which should be submitted with a feasibility report <br /> <br />a. A letter of transmittal from an officer of the applicant organization to the <br />Director of the CWCB. <br /> <br />b. A resolution of the applicant organization's board of directors. The resolution <br />should include the total estimated project cost, the amount of the applicant's <br />contribution, the amount and repayment period of the requested CWCB loan and <br />amounts of loans and grants from other sources. <br /> <br />c. Comments on the study received from the public, from State and federal <br />agencies and from other groups or organizations. These comments should be <br />discussed in the text of the report and included in an appendix. If the proposed <br />project is located within the boundaries of a water conservation or conservancy <br />district, comments on the feasibility study should be requested from the <br />appropriate district. <br /> <br />d. Reports from subcontractors who participated in the feasibility study should be <br />included as appendices to the main report. <br /> <br />27 <br />
