d. Hydraulic, hydrologic, and structural design criteIia for all proposed facilities
including:

. Sizing criteria for all hydraulic features such as reservoirs, outlet works,
canals, pipelines, pumping plants, etc. w:ith associated energy losses
where appropriate.

. Structural design criteria including loadings, stresses, geotechnical
considerations, and assumptions used for stability analyses.

. Derivation of the reservoir inflow design flood with volume, peak
discharge and routing through the reservoir.

. Spillway sizing for the inflow design flood.

. Site drainag,: and flood and erosion hazards for all proposed structures.

. Icing, freezing and other cold-weather conditions.

. Ihe number, size and operational charac~eristics of pumping units in
pumping plants.

. Analysis of water hammer in pipelines.

. River diversion requirements duJing construction.

. Projected impacts of sedimentation on proposl~d facilities.

e. Land and right-of-way requirements for the proposed project and a tabulation of
land ownership at tlle site of proposed facilities.

f. A detailed project implementation schedule snowing the beginning and
completion dates for all activities required for projel:t implementation such as
planning studies, permits, design, contracts, land and right-of-way acquisition,
financing, and construction.

g. A detailed estimate for all costs of project implemc:ntation such as planning and
permitting activities, engineering design, construction inspection, administrative
and legal costs, land and right-of-way acquisition, relocation costs, construction
costs, financing costs and an appropriate contingency factor. Detailed
construction cost estimates should include a tabulation of:

(1) quantities, unit costs and total costs, or

(2) labor costs, material costs and total costs for each item in the estimate.

26
