Re: Mitigation Study for Buffalo Creek, Colorado

Dear Mr. Lile:

As you are aware, the Buffalo Creek area ofJefferson County was impacted by a forest fire
during May of 1996, and was later devastated by flooding on July 12, 1996. Since the flood,
Colorado Water Conservation Board staff have been assisting the County with post-flood
activities. They have been providing the County and community members with helpful
information related to flooding and recovery issues.

As a follow-up to the post-flood response that your agency has been providing thus far, we
understand that the CWCB has the ability to perform a mitigation study for the Buffalo Creek
area to further assist with long term mitigation efforts. We are requesting that a mitigation study
be initiated by your staff"that would make recommendations to address various short-term and
long-term mitigation needs. The mitigation issues to be addressed in the study may be as follows:

. Documentation of July 12 flood event

. Hydrologic summary of the watershed

. Methods of implementing watershed rehabilitation and vegetative cover practices

. Methods of implementing bank stabilization and channel stability measures

. Recommendations for flood warning features

. Designation of Safety Officers

Mitigation recommendations for private property
