<br />For the Town of Palmer Lake, the hydrologic and hydraulic analyses for the initial study were <br />performed by the U.S. Geological Survey (USGS), Water Resources Division, for the <br />Federal Insurance Administration, under Interagency Agreement No. IAA-H-I7-75, Project <br />Order No. I I. This work, which was completed in May 1977, covered all significant <br />flooding sources affecting the Town of Palmer Lake. <br /> <br />I. 3 Coordination <br /> <br />The following entities were contacted for information pertinent to the individual Flood <br />Insurance Studies: <br /> <br />u.s. Army Corps of Engineers <br />Colorado Water Conservation Board <br />EI Paso County Land Use Administration and Planning Department <br />Pikes Peak Area Council of Governments <br />City of Colorado Springs Land Use and Public Works Department <br />U.S. Department of Agriculture, Soil Conservation Service <br />Colorado State Archives <br />City of Fountain <br />City of Manitou Springs <br />Town of Green Mountain Falls <br />Town of Monument <br />Town of Palmer Lake <br />land developers, engineering firms, utilities, and private citizens <br /> <br />During the preparation of the initial Flood Insurance Studies for the individual communities, <br />FEMA representatives held coordination meetings with community officials, representatives <br />of the study contractors for each study, and other interested agencies and citizens. The <br />meetings, referred to as the initiai, intermediate, and final Consultation Coordination Officer <br />(CCO) meetings, were held at specified intervals during the preparation of the studies. The <br />comments and issues raised at those meetings were addressed in the Flood Insurance Study <br />for each community. The dates the meetings were held for each community are provided in <br />Table I. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study covers the geographic area of El Paso County, Colorado, <br />including the incorporated communities listed in Section 1.1. The streams that were studied <br />by detailed methods are listed in Table 2. <br /> <br />The following sources were studied by approximate methods: Crystal Creek, Catamount <br />Creek, two unnamed forks of Catamount Creek, and portions of Sutherland Creek, Williams <br />Canyon, and Beckers Lane Tributary. <br /> <br />Approximate analyses were used to study those areas having a low development potential or <br />minimal flood hazards. The scope and methods of study were proposed to, and agreed upon, <br />by FEMA and individual communities. <br /> <br />2 <br />
