<br />FLOOD INSURANCE STUDY <br />EL PASO COUNTY, COLORADO AND INCORPORATED AREAS <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 <br /> <br />Purpose of Study <br /> <br />. <br /> <br />This Flood Insurance Study revises and updates information on the existence and severity of <br />flood hazards in the geographic area of EI Paso County, including the Cities of Colorado <br />Springs, Fountain, and Manitou Springs, the Towns of Calhan, Green Mountain Falls, <br />Monument, Palmer Lake, and Ramah, and the unincorporated areas of EI Paso County <br />(referred to collectively herein as EI Paso County), and aids in the administration of the <br />National Flood Insurance Act of 1968 and the Flood Disaster Protection Act of 1973. This <br />study has developed flood risk data for various areas of the community that will be used to <br />establish actuarial flood insurance rates and to assist the community in its efforts to promote <br />sound floodplain management. Minimum floodplain management requirements for <br />participation in the National Flood Insurance Program (NF[P) are set forth in the Code of <br />Federal Regulations at 44 CFR, 60.3. <br /> <br />Please note that the Town of Green Mountain Falls is located in EI Paso and Teller Counties, <br />but is included in its entirety in the EI Paso County Flood Insurance Study. <br /> <br />In some states or communities, floodplain management criteria or regulations may exist that <br />are more restrictive or comprehensive than the minimum Federal requirements. [n such <br />cases, the more restrictive criteria take precedence and the State (or other jurisdictional <br />agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this Flood Insurance Study are the National Flood Insurance Act <br />of 1968 and the Flood Disaster Protection Act of 1973. <br /> <br />For the Cities of Colorado Springs and Fountain, the Town of Green Mountain Falls, and the <br />unincorporated areas of EI Paso County, the hydrologic and hydraulic analyses for the initial <br />studies were performed by the U.S. Army Corps of Engineers (USACE), Albuquerque <br />District, under Interagency Agreement No. H-7-76, Project Order No. 12, Amendments No. <br />2 and 6, and by Camp Dresser and McKee, [nc., under Contract No. EMW-C-0046, for the <br />Federal Emergency Management Agency (FEMA). These studies were completed in July <br />1982. The hydrologic and hydraulic analyses for Dry Creek and its tributaries were <br />performed by KKBNA, Inc. This work was completed in January 1984. <br /> <br />For the City of Manitou Springs, the hydrologic and hydraulic analyses for the initial study <br />were performed by PRC Engineering Consultants, [nc., for FEMA, under Contract No. H- <br />4724. lbis study was completed in September 1979. A detailed study was performed along <br />Beckers Lane Tributary to revise the floodplain due to channel improvements. The <br />hydrologic and hydraulic analyses for this revision were performed independently by <br />Greenhorne & O'Mara, [nc., and were completed in January 1989 (Reference I). All <br />channel improvements for this revision were completed by December 1989. <br /> <br />For the Town of Monument, the hydrologic and hydraulic analyses used to prepare the initial <br />study were performed by the Colorado Water Conservation Board (CWCB). That work was <br />completed in June 1986. <br />
