.

.

.

Single Audit Act
Requirements

Summary

How to Manage a Planning Grant Award

The federal government established the Single Audit Act in an effort
to improve audits of federal aid programs sueh as the Flood
Mitigation Assistance Program. The Act requires local governments
that expend more than $300.000 in total federal dollars in a fiscal
year to have an audit performed in accordance with Single Audit Act
requirements. Qualified accountants are trained to complete such an
audit.

Because the maximum FMA federal grant a loeal jurisdiction may
receive is $50,000 every five (5) years, a local jurisdiction will not
need to have the FMA planning grant award audited in accordance
with the Single Audit Act requirements.

However, the FMA grant funds must be included in the local
jurisdiction's already existing annual or bi-annual audit. A copy of
the audit report(s) must be forwarded to the State Emergency
Management Agency within nine (9) months of the end of the local
jurisdiction's fiscal year.

.

Questions regarding the use of Flood Mitigation Assistance grant
monies should be directed to the Missouri State Hazard Mitigation
Officer at SEMA.
