<br />. <br /> <br />. <br /> <br />. <br /> <br />Close-Out Procedures <br />(continued) <br /> <br />Certificate of Completion <br /> <br />~ :ril6: <br /> <br />Retention of Records and <br />Access to Records <br /> <br />How to Manage a Planning Grant Award <br /> <br />meeting described above. <br />· If any significant fmdings are noted, the State of Missouri will <br />work with the local jurisdiction to resolve these matters on a <br />case-by-case basis. <br /> <br />· Once all significant findings are resolved, or if none exist. the <br />State Hazard Mitigation Officer will prepare the final request for <br />funds and final award document and submit to the local <br />jurisdiction for signature. <br /> <br />· If the local jurisdiction has excess funds. these funds must bc <br />immediately returned to the State Emergency Managcment <br />Agency. <br /> <br />. If it is determined that the local jurisdiction used FMA funds for <br />costs that are not allowable, the local jurisdiction must <br />immediately return the unallowable portion to the State <br />Emergency Management Agcncy. <br /> <br />. A Final Performance Report will bc prepared by the State <br />Hazard Mitigation Officer and providcd to the local jurisdiction <br />and the Fcderal Emergency Management Agency. This report is <br />intendcd to meet the state of Missouri's reporting requirement to <br />FEMA and should be maintained by.the local jurisdiction as an <br />integral component of the grant award. <br /> <br />. <br /> <br />Prior to the site visit, or immediatcly thereafter, thc local jurisdiction <br />must submit a Certificate of Completion. A copy of the certificate is <br />located in Appendix 16 and on the computer diskette provided with <br />this guidebook. The certificate is the local jurisdiction's final <br />statement of costs and status of funds. The certificate also contains a <br />section for reporting the match contribution and any program income <br />that may have been earned during the course of the grant award. <br /> <br />. <br /> <br />Local jurisdictions are required to retain all records relating to the <br />FMA planning grant award for three years from the date of the Final <br />Performance Report provided by the State Emergency Management <br />Agency. <br /> <br />If any litigation, claim, negotiation, audit or other action involving <br />the records has been started before the expiration of the three year <br />period, the records must be retained until completion of the action <br />and resolution of all issues which arise from it, or until the end of the <br />three year period, whichever is later. <br /> <br />42 <br /> <br />... ...u.__.~ __________..._.___.....___._,.__ .__ _.__...______._u______ ._..______~_~___~..______ <br /> <br />How to Manage a Planning Grant A ward <br />
