<br />. <br /> <br />Bid BondIng Requirements <br /> <br />Conflict of Interest <br />(Codes of Conduct) <br /> <br />. <br /> <br />How to Manage a Planning Grant Award <br /> <br />Bid Security and Performance Security Bonds are required for contracts <br />exceeding $100,000. Because the maximum planning grant available to a <br />local jurisdiction is $50,000, bid bonds will unlikely be required. In the <br />event that a local jurisdiction provides a match for a contract that would <br />exceed $100,000, contact the State Hazard Mitigation Officer at (573) 526- <br />9228 for guidance on including bid bond language in an RFP or IFB. <br /> <br />The employees of the local jurisdiction and any evaluators of <br />bids/proposals are prohibited from accepting gifts, meals. trips or any other <br />thing of value or of a monetary advantage, directly or indirectly, from a <br />vendor even though the intent of such a gesture may be honorable or a <br />customary practice. Vendors shall not give gifts, meals, trips or any other <br />thing of value or a monetary advantage, directly or indirectly, to an <br />employee of the local jurisdiction or any evaluator of bids/proposals. All <br />local jurisdiction employees and all vendors, including their officers, <br />employees and representatives are subject to the appropriate civil and <br />criminal state and federal statutes related to conflict of interest, bribery and <br />similar offenses. <br /> <br />The local jurisdiction shall maintain written standards of conduct <br />governing the performance of its employees engaged in the award and <br />administration of contracts. No employee, officer, or agent shall <br />participate in the selection, award, or administration of a contract <br />supported by funds made available through the FMA program if a real or <br />apparent conflict of interest would be involved. Such a conflict of interest <br />would arise when the employee, officer, or agent, any member of his <br />immediate family, his or her partner, or an organization which employs or <br />is about to employ any of the parties indicated herein, has a financial or <br />other interest in the firm selected for an award. The officers, employees, <br />and agents of the local jurisdiction shall neither solicit nOT accept <br />gratuities, favors, or anything of monetary value from contractors, or <br />parties to subagreements.
