Unless otherwise specified in the contract/purchase order, substitution <br />of items, personnel or services shall require the approval of the local <br />jurisdiction prior to shipment or performance. <br /> <br />16. Products, equipment or items delivered that do not meet the <br />specifications of the contract/order will be returned to the vendor at <br />his/her expense. <br /> <br />]7. Contractual services shall be subject to acceptance by the local <br />jurisdiction. Services which have not been performed in accordance <br />with specifications or the scope of work ofa contract shall be rejected. <br />The failure to reject upon receipt of after part or all of those services <br />have been performed shall not relieve the contractor of any liability <br />under the contract. <br /> <br />18. Upon the award of a contract, a contractor shall be mailed a copy of <br />the contract. Receipt of a contract does not authorize <br />shipment/performance by the vendor. Shipment of materials, <br />equipment and items or performance of services, or both, shall only be <br />authorized and made after receipt of a properly executed contract <br />release form from the local jurisdiction. <br /> <br />] 9. Local jurisdictions should endeavor to give preference in procurement <br />programs to the purchase of recycled products pursuant to the EP A <br />guidelines.
